David Groff provides strategic advice and litigation services to construction industry and government contract clients throughout the western United States. He represents many of the largest national and regional constructors and engineers. He provides day-to-day counseling to numerous clients on a variety of contract and risk avoidance issues. Mr. Groff has handled complex litigation and trials in state and federal courts, and participated in numerous arbitration hearings, including disputes and issues arising under the False Claims Act. Mr. Groff provides day-to-day counseling to clients on a variety of business and construction law issues. He works closely with in-house counsel and acts as outside general counsel to many of his clients. He is frequently negotiates complex contracts and provides advice on alternative procurement practices. Some of the complex multi-party disputes he has been involved in include: Sound Transit Maintenance Facility, I-5 HOV Expansion Project (Everett), US 20 Contract Termination Claims (Corvallis); Waste Treatment Plant (Hanford); Seattle Downtown Public Library, US Navy BOS Contract (Diego Garcia); Cowlitz Falls Dam, Bellevue City Hall, Key Arena, Plutonium Finishing Plant (Hanford), Seattle Art Museum, ERDF Nuclear Waste Disposal Facility (Hanford), Airway Heights Correction Center (Spokane), Boeing Spar Assembly Building, Detroit People Mover, Dallas Fiber Optic Network, Port of Portland Jumbo Jet Maintenance Facility and Seattle-Tacoma International Airport Expansion.
