I develop pre-award and post-award contract documentation for competitive and sole source procurements including acquisition plans, justification & approvals, determinations & findings, source sought notices, synopses, solicitations, business clearance memorandums, contracts, contract award press releases, and modifications, for procurements amounting to $434 Million. Primary responsibilities include: (1) Perform procurement actions for various contract types including Firm Fixed Price and Cost Reimbursement (Cost Plus Award Fee/Cost Plus Incentive Fee/Cost Plus Fixed Fee). (2) Evaluate contractor proposals performing cost and price analysis and cost realism analysis to determine best value (Tradeoff and Lowest Price Technically Acceptable). (3) Utilize cost estimating relations, historical pricing data, and past performance reviews to develop the government evaluated objective. (4) Negotiate and define contract terms and conditions to determine fair and reasonableness for multi-million-dollar defense contracts

New Orleans, Louisiana

I managed the day-to-day operations of a regional ice cream company with distribution across sixteen states in the gulf coast and Midwest regions, and annual sales of $1,000,000. Primary responsibilities included: (1) monitoring sales performance across all stores in which products were sold, (2) developing strategies to boost performance, and (3) ensuring timely distribution of product to point-of-sale. Additionally, I have was involved in the development and launch of three new products. I am also responsible for procurement of all advertising and promotional items.

Dutch Harbor, Alaska

I provided administrative and material support to 10 mobile welders providing ship repair services to the port of Dutch Harbor. I assisted in managing the company’s supply program, which included inventory management. I also maintained accountability for a large inventory of equipment and tools, including records of maintenance and use. Additionally, I performed customer service functions by regularly interacting with customers regarding ship maintenance and large material sales. In addition, I purchased supplies and services required for ongoing operations.

North Bend, Oregon

Responsibilities included performance of high volume customer service and technical support duties in support of Sprint and Nextel cellular telephone service. I was responsible for complex billing, invoice analysis, and management of 800-1000 customer requests per month. I analyzed required documents and interpreted regulations to ensure proper procedures were followed when assisting customers. I also, I regularly reviewed customer accounts to resolve errors and discrepancies in bills. While employed at ACS, my monthly customer feedback score was between 95 percent and 100 percent, this score was based on my ability to resolve customer inquiries.

Seattle, Washington

I served as the Maintenance and Facilities Manager for the School of Dentistry, where I was responsible for 170,000 square feet of building space, and coordination of the maintenance and repair of over seven million dollars in dental laboratory and clinical equipment. I was responsible for supervising three full-time employees and two temporary employees. I had primary responsibility for expenditure of an annual budget of $330,000. I served as the lead procurement specialist for the department. I purchased approximately $3,000 worth of supplies and services per month using both commercial credit cards and the university’s internal purchasing system. Further, I expanded responsible use of commercial credit cards, resulting in an annual savings of $16,000 dollars.I was responsible for conducting market research, obtaining bids and quotes, and writing sole source justifications. I also represented the school to its vendor base during implementation of its 2007 six million-dollar equipment replacement program. I was also responsible for conducting regular informal audits for the school’s various departments to ensure compliance with university health and safety guidelines and compliance with OSHA regulations. For example, I developed a new program to deal with mercury waste disposal. I worked with the Washington State Department of Environmental Health and Safety, the Washington State Department of Environmental Quality, and other relevant persons within the university to develop a program and policies to cut down on mercury waste and bring the school into compliance with state and federal regulations. I provided project management services for the School of Dentistry, including primary responsibility for 12 remodeling projects within the school with a combined budget of over 2.5 million dollars. I coordinated with the affected departments, construction workers, outside vendors, and other parties to ensure quality outcomes.

Oak Harbor, Washington

I provided shipboard production supervision, quality assurance, and intermediate-level maintenance support to deployed EA-6B “Prowler” fixed-wing aircraft squadrons, worldwide, on 12 aircraft carriers assigned to both the Atlantic and Pacific fleets. While ashore, I performed production supervision, quality assurance, and intermediate-level maintenance in support of 12 EA-6B fixed-wing aircraft squadrons. As a supervisor and avionics technician, I provided timely and efficient quality assurance and team leadership in support of combat flight operations. Further, I identified availability of necessary parts for aviation electronics repair; including determination of acceptable substitutions, and availability/proximity of required items. All actions were in direct support of the Operations and Support phase of the acquisition life cycle for the particular weapons systems under my purview. Additional specific responsibilities and accomplishments included:• Served as a certified Collateral Duty Inspector (CDI) for 2 years. Duties required assignment to production work centers to inspect work and perform required quality assurance inspections during all maintenance actions performed by respective work centers.
