The sole program manager for the United States Air Force Forces Command (AFFOR) EMSEC (aka TEMPEST) program in the Southwest Asia area of operations. Trained deployed TEMPEST managers and provide Air Force security policy interpretations at each AFFOR base Information Assurance (IA) office. Provided TEMPEST policy guidance and technical assistance to AFFOR and AFCENT command staff and all subordinate IA offices. Reviewed, approved and provided TEMPEST compliant technical solutions and requirements to Air Force engineers and civilian contractors for new and existing facilities. Implemented Headquarters Air Force EMSEC policy changes and updates throughout the theater. Reviewed all project support agreements, project packages, and installation plans and revisions for joint command classified processing facilities. Advised command program managers of required TEMPEST countermeasures. Ensured Air Force security policy was accomplished at each responsible location by performing bi-annual Staff Assistance Visits. Created and administrated quick reference training web pages for theater EMSEC and IA offices. Performed local site program manager duties when primary manager was unavailable. Compiled and drafted monthly site performance reports; detailed mission-related activities of 7 separate contracts for submission to the customer to determine statement of work compliance.

Performed DOD information systems security policy compliance assessments and networthiness determinations, supporting the DOD and Air Force certification and accreditation process. Identified and eliminated high-risk security vulnerabilities by analyzing the security documentation on over 80 operational information systems, enforcing appropriate National, Federal, Department of Defense, and Air Force communications and information system security policies. Secured 24 developmental systems from over 300 high-risk vulnerabilities prior to their release. Provided Air Force information security personnel and system program managers with information assurance and security policy guidance and requirements as an Air Force network security and information assurance subject matter expert. Prepared and presented reports and briefings at all levels on Information Assurance issues affecting system planning and execution.

Managed the network security boundary for the Air Force’s second largest air wing of over 6,800 users. Administered base firewalls, security system scanners, proxy servers, router configurations, protocol analyzers, domain name servers, and computer misuse detection systems and and trained network security personnel on them. Coordinated the second phase of the Air Force network management and information protection hardware/software installation at the base. Designed, developed, and implemented the first comprehensive base network security master training plan. Consolidated critical base communication work centers into one facility, creating a centralized core for network and telecommunications equipment outages and other issues for the entire base.

Managed and supervised the base's 8-person help desk team. Provided technical network support to over 6,800 users operating over 140 separate information systems. Monitored critical network components for availability and dispatched troubleshooting personnel to assist in restoration and configuration of operational systems. Collected and reported network performance and trouble-shooting resolution metrics to leadership. Created, managed and supervised the use of a central repository for technical advice and solutions for network systems, software applications assistance, automatic data processing support, hardware exchange, and repair service support. Developed and implemented a comprehensive help desk training plan ensuring continuity due to high personnel turnover rates.

Prince Sultan Air Base, Kingdom Of Saudi Arabia

Certified and accredited over 30% of the airbase’s information systems, complying with newly published DOD and USAF security policies. Completed the Saudi base’s first TEMPEST assessments - inspected 30+ classified information systems and certified them to operate in a securely in a wartime environment. Converted 1,200 work stations and dozens of network servers from substandard anti-virus software to a more comprehensive anti-virus program protecting the critical network infra-structure from e-mail and other viruses. Completed physical security compliance inspections to ensure sensitive information was protected and cleared contractor access to restricted areas within the unit as the physical security manager for the communications squadron. Managed the base Internet proxy server access control list to ensure no access to websites that violated the host nation’s moral and religious beliefs, maintaining a professional relationship with the Saudi Arabian government and other coalition forces collocated on the base.

Managed and supervised a 22 person telephone switchboard operations center receiving over 70,000 calls monthly. Managed the United States Strategic Command Emergency Action Message Conference System; system brought all DOD command and control components into one secure conference to relay mission and other time-critical information. Ensured shift supervisors and operators were provided the necessary equipment and training to maximize customer satisfaction. Developed and implemented previously non-existent training plans to ensure continuity due to high operations tempo, personnel inexperience and high turnover rates.
