David Johnson is a Senior Technical Specialist with more than 20 years of expertise in environmental impact analysis, permitting assistance, and regulatory compliance. He has expertise in writing and reviewing National Environmental Policy Act (NEPA)-related documents [Environmental Impact Statements (EIS), Environmental Assessments (EA)] and has been involved in all steps of the EIS and EA preparation processes. David has also consulted with federal agencies for actions requiring compliance with various statutes and regulations, including the Endangered Species Act (ESA), Magnuson-Stevens Fisheries Conservation and Management Act, Bald and Golden Eagle Protection Act, and Migratory Bird Treaty Act. He has conducted ESA Section 7 consultations and has written and reviewed numerous Biological Assessments (BA) assessing impacts to federally listed threatened and endangered species. David has conducted wetland delineations in the Pacific Northwest and upper Midwest using the Corps Wetlands Delineation Manual and has prepared wetland delineation reports, mitigation plans, and applications for Clean Water Act Section 404 permits and Section 401 water quality certifications, and Rivers and Harbors Act Section 10 permits. He has worked with several federal government clients, including the U.S. Department of Agriculture’s Rural Utilities Service (RUS), U.S. Fish and Wildlife Service, Federal Energy Regulatory Commission, Bonneville Power Administration, Surface Transportation Board, U.S. Army Corps of Engineers, Federal Aviation Administration, U.S. Department of Energy, Bureau of Ocean Energy Management, and U.S. Department of Transportation.
