Dave is responsible for implementing and leading Costain and joint venture teams approach to Programme Delivery, Programme Controls and Management Systems in highly regulated environments most recently in Energy, Nuclear and Rail Sectors.I am currently working to develop programmes on Industrial decarbonisation and Green Energy projects in the UK.This work is for the Costain Energy Sector with particular interest in Green Energy solutions to meet the UK Net Zero targets including the use of Carbon Capture, Hydrogen, Combined Heat and Power, Heat Pumps and Small Nuclear Reactors.Until recently I was supporting a Costain Project Controls Team an a large Nuclear Programme.Areas of experience and expertise include Strategy, Sustainability, Innovation, Productivity, Programme Management and Project Controls, Stakeholder Management, Community Relations, Environment, Programme Implementation, and Organisational Design.

Dave is responsible for providing independent advice to Costain and Joint Venture Senior Management Teams on UK Legal and Regulatory requirements in the areas of Nuclear Safety, Nuclear Safety Culture, Nuclear Security and the Management for Safety requirements of the Office of Nuclear Regulations Safety Assessment Principles. Also responsible for providing advice and guidance on the implementation and maintenance of Management Systems to support them.

Under secondment worked on the South Wales Mainline between Bristol and Cardiff as part of Great Western Route Modernisation (GWRM). Also responsible for the Valley Lines Electrification (VLE) Programme. Both of these Programmes were secured through the Network Rail National Electrification Programme.ABC Electrification Ltd., are an Incorporated Joint Venture of Alstom Transport, Babcock Rail and Costain Ltd.ABC Electrification Ltd has been formed to address Network Rail’s current and future electrification programme.My role, working with the Network Rail IP Wales management team, was focused on the development and implementation of the necessary organisation, systems, infrastructure and supply chain to support the delivery of South Wales Electrification Programme,

Responsible for leading bid teams in the Nuclear, Highways and Rail sectors (tender values approx. £50 million to over £1 billion). Utilising the Costain “Excellence in Work Winning” process.

Chartered Civil Engineer and Chartered EnvironmentalistIn conjunction with the role of Proposals Manager,Reporting to the Infrastructure Managing Director, responsible for leading the companies implementation of the Fundamental Concepts of Business Excellence. Assisting the COO, Infrastructure MD and Sector Directors in implementing approaches in support of delivering “Elite Performance” through coaching and mentoring them and their senior managers

Worked for the CEO to lead a team tasked with reviewing/improvingcore commercial processes across the Group. The project identified significant potential efficiency gains and cost reduction opportunities.

Identified, commissioned and led the implementation of the company’s ‘Work Winning’ strategy, after which the tender success rate increased to 70% in the Highways sector. Also both led and supported the winning of Capital Highways schemes with a combined value in excess of £1bn. Other roles included leading strategy formulation and business planning processes for the division, including Business Systems, Health, Safety & Environment, Rail and Highways sectors’ business plans. Also in Performance Improvement role developed and implemented a systematic cycle of organisational development, performance analysis and management review through the application of a bespoke Leadership system.

Led the Costain team in the Highways Agency Capability Assessment (CAT), via leadership, direction, motivation and projectmanagement of teams across the organisation, resulting in an industry-leading score.

Responsible for setting up and maintaining organisation-wide Safety, Health, Environmental and Quality Systems to drive improved organisational and project performance. Managed successful external re-validation audits including ‘BSi’ BS EN ISO 9001 & 14001, OHSAS 18001. Provided systems and process strategy and leadership in tenders and project teams.

Delivered tangible results on major projects through successful management of teams and clients. Disciplines covered included engineering, design management, safety, environment and quality.

Bristol & Swindon - Western Zone

Located in the BR (GWR), P.Way and Bridge Maintenance Offices, Bristol covering the current Western & Wales areas. Planned and carried out many Track Renewal, P.Way and Bridge Maintenance schemes including:Site Engineer carrying out the project management on refurbishment of a 50m long masonry culvert, carrying a river under the main South Wales to Paddington line at Shrivenham Site Engineer carrying out the project management of the refurbishment and repainting of a 52m steel skew rail bridge over the River Avon adjacent to Bath Spa Station.Location: MainLine Railway Infrastructure Consultants, SwindonDesign Engineer carrying out the scheme design for refurbishment of No.3 ventilation shaft at Sudbrook Pumping Station, part of the Severn Rail Tunnel, including new access steelwork and grouting contracts. Design Engineer carrying out the preparation of preliminary details and costs for Civil Works at Fowey Docks rail depot. Design Engineer carrying out the architectural details for an underbridge for a new dual carriageway, crossing an existing rail line. Team Leader for site work during a structural clearance check on a 75-mile section of West Coast Main Line between Crewe and Lancaster.
