As the first dedicated Security Manager on a major infrastructure project in the state of Victoria, I was responsible for assessing the maturity of project security controls and the subsequent planning, implementation and management of physical and operational security on the $7bn AUD West Gate Tunnel Project. This involved direct responsibility for physical security management of more than 32 work sites along more than 15km of continuous freeway works including bridges, elevated roadways, tunnelling operations and major civil works. In this role I managed a forecast four-year security budget of $9m AUD and achieved annual budget savings of $1m AUD through significant reduction in labour cost by implementing an industry-first integrated security framework leveraging emerging technology. Under my management the security team achieved a lower incidence of theft, vandalism, and unauthorised access than any other major project in the state, and developed a growing dataset allowing us to conduct effective incident investigations and to target resources toward high-risk areas and continue to reduce costs in areas of lower security risk.I provided strategic security and risk management advice to senior project management on industrial relations issues, and developed a high level working relationship between Victoria Police and frontline WGTP management and supervisory team members that allowed the project to achieve significant construction milestones without interruption in a heavily contested industrial environment.

I was responsible for building clients understanding of the threat and risk profile of their organisations and operations, assessing the maturity of existing security frameworks, designing effective risk and security management strategies in line with their organisation’s goals, and leading them through implementation of programs, projects, and training in support of permanently improving their security and risk management practices.

I coordinated security and logistical support for IMF visiting mission teams travelling to high-risk locations. I provided local security assessment and advice, and managed emergency responses to security incidents impacting mission teams.

I provided security risk analysis, advice, and emergency management support to senior IMF staff in Washington D.C. and 35 countries throughout the Asia Pacific region. I conducted quarterly security assessment missions to IMF offices throughout the Asia Pacific region, including to designated high-risk locations and produced threat and risk assessments and detailed emergency management plans. I developed an extensive network of contacts in government, law enforcement, intelligence, and international organisations throughout the region.I was the first of the IMF Regional Security team to attend the United Nations Staff College and qualify as a UN Safety and Secure Approaches in Field Environments (SSAFE) trainer. I have designed and delivered first aid, convoy operations, emergency communications and hazard awareness training in the USA, Europe, and Africa, and the Pacific region.

I was responsible for management of security analysis and client operational support and for day-to-day supervision of a team of twelve security analysts.I provided assistance to the Director of Analytical Personnel in the development and implementation of analytical and operational training programs.I directed team members in operational response to client emergencies, and responded to direct client requests for information and operational security advice.I collected, analysed and disseminated security, travel and business intelligence on the Asia and Pacific regions to client organisations.

I successfully trained and led a team of 15 security analysts providing 24 hour global intelligence coverage and initial response to safety and security incidents affecting World Bank Group staff assigned or on mission in 188 countries.

I supervised the on-duty team of Watch Officers in the conduct of domestic and international security operations and acted as the initial incident commander in the event of security incidents involving World Bank Group staff or operations.I served as primary point of contact for World Bank Group security operations and acted as point of contact for external law enforcement and emergency service personnel.

I successfully served as incident response coordinator for domestic safety and security incidents at eight World Bank Group facilities throughout the Washington DC metro area, monitored and reported on emerging global security incidents, wrote and distributed tailored security analysis product, and provided emergency contact support to overseas staff.

I provided security advice and analysis to Response, Operations and Sector Managers on a daily basis during the relief response following the January 2010 earthquake, tracking and managing an emergency security budget of USD $250k for the duration of my deployment.I acted as liaison officer to UN, US and local military and police forces to facilitate operational and security support, represented WVI as a member of the Joint Humanitarian Security Forum steering committee, and represented both WVI and the JHSF at regular meetings and security briefings with the United Nations, the MINUSTAH peace keeper forces, and the UN Joint Operations and Tasking Centre.I implemented security procedures for a team of more than 400 relief operations staff in accordance with WVI and industry standards, and developed incident reporting, information management, analysis and tracking mechanisms.Following my work in Haiti, I was invited to represent World Vision International as a panelist for the NGO-Military Contact Group Conference hosted by the Foreign and Commonwealth Office in London in October 2011.
