Directly supervised 16 project managers (FTE and consultant) in the execution of inception-to-turnover project management services for the main hospital campus (1.5M sf) and regional clinical and administrative sites (1M sf). • Oversaw delivery of 60+ projects, including the following critical projects: o New 8-story building tied into the existing main hospital infrastructure ($450M) o Replacement of primary electrical infrastructure serving 60% of main hospital ($16M) o Emergency upgrades of Operating Rooms and associated primary HVAC infrastructure ($50M) o Ground-up build of award-winning Odessa Brown Community Clinic at Othello ($50M) • Nominated 2 consecutive years for the David Fisher Award for Excellence in Safety based on creating and implementing enhanced safety protocol for invasive work in occupied, high acuity environments.• Co-developed and implemented a process road map for the entire project delivery lifecycle which defined critical milestone checkpoints, ensuring accurate and timely assessment of project health and enhanced leadership visibility and critical decision-making. • Partnered with the Safety Leadership Committee to develop cross departmental incident summary reporting template and lessons-learned sharing platform for improved safety culture.

Responsible for all construction, rehabilitation, and maintenance work for this campus infrastructure consisting of 837 acres and 826K sf of built infrastructure with a multi-discipline team of 48. Oversight of 127 housing units, $4.5M annual design and construction program, and $4.6M operating budget. Oversaw over $40M in construction during 4-year tenure. • Managed specialized staffing, regulatory compliance demonstration and operational turnover of new $36M wastewater treatment plant that resolved legacy EPA NOV and provided facility growth capacity. • Achieved award of UESC (Utility Energy Services Contract) with Pacific Gas and Electric which secured $4M+ in capital investment projects with an estimated $440K+/yr. in projected energy and water savings. • Completed extensive renovations of 127-unit occupied housing inventory, improving the living experience for families on base.

Washington D.C. Metro Area

Handpicked to fill critical vacancy and lead all pre-construction efforts supporting the high visibility $5.6B National Security Cutter (NSC) program. Charged to meet Congressional mandate by leading effort to change from cost-plus to fixed-price contract structure. • Developed the RFPs and IGCEs for NSC 4 and 5 contracts valued at ~$1.2B. Led diverse team of 30 people in~30K person-hour technical evaluation of contractor proposal(s), establishing the CG basis for negotiation. • Selected as member of 4-person team directly negotiating contract with Northrup Grumman and Lockheed Martin which resulted in contract awards of $480M for NSC 4 (~$190M below contractor’s original position) and $490M for NSC 5; demonstrated acquisition program affordability to Congress, DHS and OMB receiving authorization to build ships #4-8 (and beyond).

Managed $8.3M budget and supervised environmental and admin staff(s). • Led all efforts to collaboratively prioritize annual construction budget(s) among all stakeholders, balancing needs to 10+ regional commands against district operational readiness, deferred maintenance needs, and environmental liabilities. • Led international engagement w/Federated States of Micronesia (FSM) to conduct community awareness and engagement campaign regarding legacy soil contamination from improper waste disposal on the island of Yap. Leveraged Center for Disease Control and CG specialists to develop risk communication strategy for meetings with the Yap Governor, EPA, and affected villages, assuaging concerns over health risks and providing transparency on long term restoration plan. • Orchestrated strategy to design, permit and build $1.5M pier in Maui, HI under accelerated 2-yr timeline; met Congressionally mandated delivery of new 47’ boat, improving search and rescue capability.

Project Manager and Engineer-In-Charge for the design and construction of shore facility projects, including scope, cost, schedule, quality and customer interaction. Managed construction contracts, resources (budget and personnel), and supervised inspector to meet customer needs and CG objectives. • Actively managed 16 projects worth $4.2M, including on-time/on-budget completion of the Coast Guard’s first Maritime Safety and Security Team facility establishing CG capability for post 9/11 terrorist response. • Coast Guard program manager for FAA funded $10M LORAN (Long Range Aid to Navigation) Recapitalization Project within the continental United States. Oversaw all planning, design, construction and budgeting for 5 sites.• Engineer-in-Charge for the earthquake repairs and seismic upgrades to the buildings and pier at Coast Guard Base Seattle following the 2001 Nisqually earthquake. Executed $2.1M in emergency contracts to complete the extensive work w/in 1 year to restore operational capability and dramatically improve building safety.
