City Technical Lead - Ford Site Redevelopment
CurrentAs the Technical Lead (TL) for this project I serve as the onsite engineer and overall project technical liaison for all technical aspects of the Ford Project, which has been renamed Highland Bridge. The Ford/Highland Bridge project is a multi-year, quasi-design/build redevelopment project of an area 122-acres in size that was formerly a Ford assembly plant. As the TL I coordinate across various City Departments and outside agencies throughout the life cycle of the project, e.g. the plan development phase, the construction phase and the project closeout phase, so that the project is efficiently and effectively managed. The cross departmental coordination includes the departments of Safety and Inspections (DSI), Parks and Recreation, Public Works, Planning and Economic Development (PED), the Office of Financial Services (OFS) and the City Attorney's Office (CAO). As the TL I am also responsible for coordination with other government agencies such as Met Council, State of Minnesota, Ramsey County when project elements intersect with those agencies.As the TL I manage consultants who provide construction oversight services as well as financial support services. One of those consultants is identified as the Owner's Representative (OR). The OR is the consultant who provides oversight of the design and implementation of Parks and Recreation public infrastructure as well as financial support services for the project. Those support services include the construction draw process as well as the Tax Increment Financing (TIF) process. As the TL I manage the City's construction process, including consultants, for all public infrastructure (Parks and Public Works) and coordinate that process with the developer's construction management team. The CM and closeout processes also include an active interface between the public and the private sectors, noting that private development of platted lots is happening concurrently with the installation of public infrastructure.
