David works exclusively on passenger rail and transit projects. For the last several years he has participated in TranSystems' assignment assisting Federal Railroad Administration (FRA) staff in managing intercity passenger rail grants including the Virginia DRPT DC-Richmond Tier 2 EIS/PE/SDP, Georgia DOT-Atlanta-Charlotte HSR Tier 1 EIS, several sections/elements of the CA HSR program, and Oregon DOT Eugene-Portland SDP. Since 2014 he has played a lead role on implementation of transit signal priority (TSP) for three successive projects for CTA. In 2019 he completed work on 15% design for a new railroad/multimodal station for Hartford, CT fo CT DOT. A favorite project was serving as PM for the Chicago Union Station Master Plan Study.

I was the U.S. representative for the company's Computer-Aided Dispatch/Automatic Vehicle Location technology (including Transit Signal Priority-TSP) for transit buses/railcars. In this role I led marketing efforts and preparation of proposals. I participated in frequent calls with management in TransTec offices in Toronto and several cities in Germany as we worked to update the product.

As a member of the CTA's Communications Implementation Task Force (CITF) I managed development of the RFP for procurement of a $37M CAD/AVL system for the CTA bus system, including an 8-channel, multi-site simulcast private 2-way radio system. I reviewed all design documents and oversaw acceptance testing. The base was installed in the new communications center that the CITF constructed.

I held several progressively more responsible positions in CTA's Operations Planning Dept. with last several leading a group of 8 service planners responsible for initiating/evaluating/implementing all changes in routes and other significant service changes on the bus portion of the CTA system. This involved coordination with most departments of the CTA as well as with the City of Chicago, elected officials, employers, and developers. Service changes were considered based on requests, budgetary constraints, and in coordination with CTA rail route extensions.
