As Training Manager under a URS contract with the Defense Threat Reduction Agency (DTRA), work with the Government of the Republic of Kazakhstan to support joint development and conduct of nuclear security training courses. Aid Kazakhstan, as appropriate, to coordinate its nuclear security sustainment activities with the IAEA NSSC Network. Compile and catalogue the current Kazakhstan nuclear security curriculum and external training capabilities, including key thematic areas such as site/facility security, transportation security, guard and emergency response forces. Provide reachback capabilities to Gregg Protection staff to include technical subject matter experts (SMEs) and experienced instructional designers educated and/or certified in DOE instructional design and development methodologies. Establish a common course design to clarify the appropriate target audience, delivery approach, goals and objectives, evaluation plans, existing resources and course development approach and scheduling, and course feedback surveys. Collect and analyze data from surveys in a format conducive to training program development in Kazakhstan.

Technical project officer for various nonproliferation and security programs, domestically and internationally, utilizing skills obtained from 37 years in all aspects of nuclear security. Training development and execution, physical protection, protective forces, and emergency management/planning are a few of the areas benefiting from my expertise. Responsible for integration and coordination of Nuclear Security Education and Training activities within the IAEA Office of Nuclear Security. Point of contact for the IAEA effort to assist Member States to establsh and sustain Nuclear Security Support Centres (NSSC) and maintain the NSSC Network on the IAEA's Nuclear Security Information Portal (NUSEC).

Provided technical support for various U.S. Department of Energy and U.S. Department of Defense international cooperation projects providing material control, protection, and accounting for nuclear weapons grade material in the Russian Federation (RF) and the Commonwealth of Independent States (CIS). Implementing insider protection measures as part of integrated security enhancements. Previously managed nuclear weapon protection projects and long-term sustainability at Russian Ministry of Defense nuclear weapon storage sites (including Strategic Rocket Forces and Russian Navy sites). Project lead for developing three regional technical support centers for system sustainability (including training needs assessments and training development) in the RF for civilian and military use. Participated in the conduct of over 45 vulnerability assessments and a curriculum of training courses for nuclear weapon and fresh reactor fuel storage sites all across Russia.Previously managed the department of physical security professionals responsible for assessing and maintaining protection of special nuclear material and classified matter at three nuclear facilities in Oak Ridge, including the Y-12 National Security Complex.Former Emergency Medical Technician (EMT), primary hostage negotiator, DOE-certified training instructor, Special Weapons and Tactics Team (SWAT) Commander, vulnerability analysis specialist, and security liaison for 8 local law enforcement agencies in; at the Y-12 National Security Complex.
