Leads a five-person team providing full-spectrum Emergency Management Services to the United States Coast Guard Office of Emergency Management and Disaster Response. Assists the Coast Guard in the development of strategic plans and policies covering USCG crisis and emergency management response operations worldwide. Serves as the focal point for drafting, exercising, and evaluating USCG Continuity of Operations plans and procedures. Prepares and staffs background papers and presentations used to inform the most senior leaders in the Department of Homeland Security, Department of Defense, and the United States Coast Guard.

Supported the Headquarters, Department of the Army, G-33 (Directorate of Operations, Readiness, and Mobilization) at the Pentagon. Responsible for issues related to the development, fielding, and sustainment of Emergency Management systems supporting US Army operations worldwide. Oversaw the successful, year-long migration of commercial-off-the-shelf mass warning and notification systems to a government off-the-shelf solution at all Army installations, saving the Army over $6M per year. Served as lead for the team developing and integrating a next-generation Emergency Mass Warning and Notification System (EMWNS), ensuring the more timely and accurate notification of Department of Defense personnel in the event of an emergency. Served as the focal point for the ongoing management and sustainment of 80+ Information Technology investments in the Army Portfolio Management Solution’s Warfighter Mission Area Protection Domain, totaling over $500M in annual operating funds.

Served as Senior Project Manager supporting the Pentagon Office of Emergency Management. Led a seven-person team that provided comprehensive Emergency Management Services for the Pentagon, Mark Center, and other DoD facilities in the National Capital Region. Directly responsible for designing, organizing, and facilitating numerous emergency management drills, workshops, tabletop and full-scale exercises for Washington Headquarters Services and the Pentagon Force Protection Agency. Served as the lead planner and primary controller for the largest full-scale exercise in the history of the Pentagon, better ensuring the survivability and resiliency of the Headquarters, Department of Defense and its 26,000-person workforce. Developed and provided emergency management and Continuity of Operations awareness training for all organizations on the Pentagon Reservation.

Served as the Program Manager supporting the U.S. Army Information Technology Agency. In this capacity, Led a 23-person team that provided mission continuity and security program support at the Pentagon and at locations throughout the National Capital Region. Oversaw the development of multiple disaster recovery plans for mission-critical classified and unclassified networks supporting DoD Components operating on the Pentagon Domain. Developed educational materials and administered continuity awareness and training classes for Agency senior leaders and its 1700-person workforce. Responsible for preparing and executing annual mission continuity and security program budgets.

Served as the Senior Emergency Manager for the U.S. Immigration and Customs Enforcement’s Office of Enforcement and Removal Operations (ERO). Lead planner and principal author for ERO’s Continuity of Operations Plan, ERO’s Pandemic Influenza Contingency Plan, and the National Mass Migration Contingency Plan. Chief planner and lead evaluator for both internal and nation-level emergency management exercises. Served as the on-scene Deputy Director of ICE’s migrant operations activities for the 2010 Haitian Earthquake Relief response at Guantanamo Bay, Cuba. In this capacity helped coordinate all emergency response operations for a potential mass migration with senior representatives from the U.S. Government and responding nongovernmental organizations.
