Responsible for oversight of daily budget operations activities carried out by the Budget Analyst group including meeting training needs, preparation of month-end budget alignments, quarterly cash allotments, budget allocations from base budget/expansion budget, dual employment processing and budgeting, and capital improvement budgeting and reporting. Lead Efforts to increase data-informed budget decisions on campus, including the creation of data visualization tools and dashboards. Created predictive analytics tools for revenue estimation to better inform early monitoring and support earlier funding decisions by executive officers. Provide analysis to support the understanding and interpretation of North Carolina Statutes, proposed legislative actions and legislation, and UNC System Office and State of NC rules and regulations. Coordinating preparation and submission of the biennial Continuation and Expansion Budget request. Serving as the liaison with the Office of State Budget and Management (OSBM) for all matters related to budget revisions and structure requirements. Providing leadership for the F&A budget preparation and review process $65 million budget for Fiscal Year 2024. Responsible for the financial management for the Office of the Sheriff. Moved to Emergency Medical Services in Fiscal Year 2019. Served on the leadership team which consolidated Emergency Medical Services, Emergency Management, the Fire Marshal’s Office into the Office of Emergency Services. Work included consolidating budgetary and financial systems. Conduct full service Finance, Planning, and Analysis for agencies. Including predictive modeling, creation of internal and external dashboards, financial modeling and budgetary reporting. Responsible for operationalizing data and analysis to improve departmental operations. Responsibilities include full life cycle management of annual operating funds, budget development, capital budgeting, financial operations management, and audit functions of the agencies. Responsible for the billing of 22 Million in EMS fees for service annually. Created revenue models for estimating service fees based on historical data. Oversee internal Medicaid and HIPPA compliance programs. Oversee all financial affairs, cash controls, and asset inventory for the Office of the Sheriff and Emergency Services. This includes the organization and supervision of all fiscal, financial and budgetary operations including purchasing and other managerial functions. Supervised eight staff at the Office of the Sheriff and 15 at the Office of Emergency Services. Conduct program and policy analysis for agencies, as well as development of new and revised policies.

Conducts analysis of policy, financials, and data on various University matters, information requests, and analysis of the fiscal impact of potential policy changes; works across disciplines and in multidisciplinary teams within UNC General Administration, with all UNC constituent institutions and affiliates, with the General Assembly and Governor’s office, and with other North Carolina state government agencies. Works directly with senior General Administration and campus leadership on the assessment and analysis of topics in their portfolio and manages the drafting, review, and editing of written reports; manages the creation of oral presentations to internal and external bodies.

Acted in the role of project manager for departmental capital projects (Capital Project Budgets of Approximately $1,000,000). Rewrote and implemented a departmental emergency response plan regarding planning for and response to inclement weather. Served as the department’s Planning Section Chief during inclement weather. Coordinated development and implementation of a public-private partnership to integrate solar technology on town property. Included support and response for the development of N.C. Session Law 2011-150 as well as scoping, development and marketing of the project. Provided coordinating support between divisions within PWUT and external departments on a wide number of issues and projects, including energy efficiency and sustainability projects. Aided with strategic planning and the creation of business plans for departmental divisions. Created data management solutions for numerous divisions within the department.
