He coordinated inspections, maintenance, and repairs following local, state, and federal codes to maintain routine maintenance scopes, schedules, and budgets. Key projects included MOW vehicle inspections, the Park Avenue Tunnel (PAT) alarm system upgrade, the SMARTRACK program, and systemwide signal upgrades.

David oversaw construction management (CM) for Metro-North’s Capital programs, including power, security projects, and individual and corporate buildings adjacent to the agency’s ROW.
