  Mr. Morrell is based in TRC’s Clifton Park, NY office and currently serves as TRC’s EnvironmentalCompliance Manager for New York. He recently celebrated his 2-year anniversary at TRC developing thefirm’s New York Environmental Compliance Program for Article VII, Article 10, and 94-c projects. Prior tojoining TRC, Mr. Morrell spent 28 years with NYSDPS in the field as well as the office both performing and managing teams for environmental permitting and compliance work on Article VII and Article 10 projects respectively. He also oversaw New York’s electric and gas utility transmission vegetation management programs pursuant to Departmental regulations. Mr. Morrell has been involved in over 2000 megawatts of fossil and renewable energy generation projects and over 1000 miles of gas and electric transmission work as well as providing expert testimony in front of state and federal proceedings. He also authored NYS electric transmission vegetation management regulations in response to the 2003 Northeast blackout.
