• Route1 enables customers to remotely access their desktops, using a variety of client devices, over a variety of networks. The solution supports both wireless (802.11x/cellular) and wired networks, and provides a highly secured environment based on RSA/PKI security infrastructure that includes authentication, authorization, and encryption.• Led and managed the systems team to analyze, architect, develop, support, maintain, and enhance the back-end virtualized systems while ensuring deliverables were produced on-time and on-budget.• Provided technical leadership, guidance, mentoring, and supported marketing in pursing new business opportunities.

• Led a team to develop and support several applications for Ontario's Independent Electricity System Operator (IESO) including: a market participant registry (Java), transmission-rights auction house (Java), a report management system (Save), a commercial reconciliation system, an Oracle Financial's funds administration system, a notice of disagreement systems, and a surveillance data repository (SQL Server warehouse).• Established a mobility lab to demonstrate the capability of wireless technology.• Led a team to respond to an RFP for a mobile electronic patient care reporting system (ePCR) for a large North American ambulance department.

• Analyzed the requirements and designed a data model, business process model, and object model (using Rational Rose Enterprise Suite) for the Ontario Integrated Justice (IJ) Involved Person (IP) application. IP provides a central repository and search engine to track individuals that are involved with the various justice partners (police, courts, crowns and corrections).• Prepared a detailed proposal that defined the scope of the effort and a detailed project plan. Project plan included a process for change management, decision management, and risk management.• Led a team of developers to build the IP application using Jave Swing, EJBs, and an Oracle 8i database; including support for authentication, authorization using role-based-access-control (RBAC), and encryption. • As a senior technical advisor on an evaluation team for the Ontario Integrated Justice Project (IJP), evaluated and selected a computer aided dispatch (CAD) system and a records management system (RMS) for the Ontario Municipal and Provincial Police Automation Cooperative (OMPPAC). The evaluation process included analyzing requirements, defining the RFP, evaluating several vendor CAD/RMS proposals / oral presentations / demonstrations / production sites, managing risk, and making final recommendations.

• Led and mentored the development team (approximate 10 programmers + 3 testers). • Designed technical architecture including network (LAN/WAN connectivity of 5 boroughs), high-availability servers, NAS, backup/recover, and disaster recovery.• Developed the data model and business process model, using Oracle Desinger/2000 CASE tool, for a core computer aided dispatch (CAD) system to be used on subsequent public safety projects.• Captured the user interface requirements for the CAD system based on an existing prototype and the system specifications. Performed a complete use-case analysis. Developed a database to track the analysis and design information (including use-cases and prototype requirements).• Developed a complete object model based on the use-case analysis and the core data and process models, using Select Software tools. The static object model consisted of class diagrams that specified: the object attributes, operations, events, inheritance, aggregation, association, and dependence. The dynamic object model consisted of object interaction diagrams, collaboration diagrams and state transition diagrams. • Led group design sessions to architect dispatch processing, work flow processing, address validation, dynamic real-time data update, data conversion/migration and interfaces to external subsystems (e.g. mobile workstations, E911 automatic number identification/automatic location identification, time synchronization, and voice radios, etc.).• Developed (using Select, Forte and Oracle) CAD components including: address validation, incident entry, incident dispatch, incident inquiry, incident summary, incident statistics, incident history, unit maintenance / update / assignment, unit inquiry, unit statistics, unit summary, unit status, unit history, unit activate/deactivate, unit move-up/move-down, station maintenance, and equipment maintenance.

• Developed several components of the computer aided dispatch (CAD) systems for the Los Angeles Fire Department (LAFD FCCS II) and the Winnipeg Fire/Ambulance Department (WFD/WAD).• Developed a dispatch communications network interface that provides the communications between dispatchers and fire fighters in their stations over a private network using a private telephone switch. This system was constructed using four software interfaces: the Redcom modular switching peripheral (private telephone switch), the station controller unit (custom device located in each fire station providing multiple phones, P.A., house-lights, bells and dispatch printer), the headset relay controller and the digitized voice dispatch (automated dispatch announcements using digitized / synthesized voice).• Developed interfaces/control systems for the following FCCS II subsystems: enhanced 911 services, Reddinet medical alert centre network (provides information on the availability of hospitals’ resources), LCD display clock (displays messages or data/time to dispatchers), voice recorder (records all phone and radio conversations), Centracom voice radio.• Designed the following CAD components: backup centre (for backup, recovery, and remote-site synchronization / disaster recover), time control and display marquee, external interface cutover control, hospital maintenance, application external interface, and dispatch communications network.• Developed the WAD Billing System using DB/2. This system tracks billing information for emergency medical service (EMS) incidents. This included maintenance windows (e.g., units, personnel, incidents, payee), reports, and a security layer (authentication and authorization). Additionally, an interface was developed to directly import incident/unit/personnel data from the WAD CAD System.
