Experience:David has been part of the Hale-Mills Design/Build Team for over 8 years. David's experience and expertise falls in the Correctional Industry and he has managed over ten large Design/Build Correctional facilities. These projects range from 6 million to 130 million in contract value located in California, Arizona, and Texas. As Project Manager, Mr. Payne holds a variety of responsibilities, from pre-construction activities through warranty. His responsibilities include project developement, sub-contract buyout, maintaining project budgets, creating and maintaining schedules, owner meetings, tracking cost control, maintaining quality, and monitoring job site safety. His hands on approach ensures that every party involved in the construction process functions as a Team, providing seamless results that cannot be matched in the industry. Mr. Payne is currently working towards completing his training at the Design-Build Institute of America.
