Operational Analyst supporting the Joint Systems Integration Center, Advanced Systems Analysis (ASA) Directorate. Provided operational analysis and Command and Control (C2) assessment capability to the JC2 Capability Portfolio Manager while supporting USJFCOM interoperability assessments, capability assessments, and capability integration efforts associated with major joint programs and C2 related systems. Responsibilities included developing unique capability and function based joint analysis and mapping techniques to assign PA&E Program Elements to Capability Portfolio Managers (CPMs), providing technical expertise to create scientific methodology designed to enhance joint command and control (C2) capabilities, solving joint interoperability problems, and providing C2 assessment capability to the JC2 CPM for programs in support of future year's budget development cycle. Authored and published several professional papers including Practical Applications of the Capability Mapping Framework which was selected to be presented at the Military Operations Research Society Symposium (MORSS) and Program Element Analysis which was presented at the 16th International Command and Control Research and Technology Symposium (ICCRTS). Duties also involved responding to urgent warfighter requirements, evaluating utility of new joint capabilities, identifying capability issues early in the acquisition cycle, determining information assurance, certification and accreditation readiness, and providing recommendations on way forward. Efforts focused at the JTF level, ensuring identified capabilities are interoperable from the combatant command level down through the JTF to the component command level providing direct support to all combatant commands by validating current and proposed warfighter C2 systems. Ancillary support for projects outside JSIC includes U.S. Army Training and Doctrine Command (TRADOC) Human Dimension (HD) Capabilities Based Assessment (CBA).

Navy Lessons Learned Program Manager at Naval Warfare Development Command (NWDC). Successfully managed 13 personnel worldwide facilitating all aspects of a multi-year contract. Supported a critical CNO program closely linked to the most current DoD operational interests in CONOPS, Doctrine, Joint CD&E, M&S and Operations Analysis. As Program Manager, successfully led a worldwide team of analysts, site managers, and IT personnel in support of a $10M contract. Directed production efforts, budgeting, personnel assignment, customer support, product development and marketing for a critical CNO initiative. Commander, Operational Test And Evaluation Force (Optevfor)

Managed all facets of operational testing for the E-2C, E-2D, C-2A, KC-130J, KC-130T, T-6A aircraft programs and numerous related aviation systems. Director of Operational Test for the E-2D Advanced Hawkeye Program. Developed and implemented new integrated test concepts that streamlined procedures and saved several million dollars in test costs. Coordinated critical fleet testing of the KC-130J refueling pods which cut total test costs, decreased test time and reduced manpower by 75 percent. Directed E-2D Program in the development and implementation of the Framework Process integrating test efforts with developmental testers to reduce the cost and scope of operational test.

Commander, Naval Air Force, U.S. Atlantic Fleet

Directed operational and logistic requirements for 9 Air Wings in support of 6 Carrier Strike Groups. FAA Liaison Officer, TACDEMO and ceremonial flyover coordinator. Sole administrator for all Navy Tactical Demonstrations and Ceremonial Flyovers performed in the eastern United States. Successfully planned, organized and executed several national level events coordinating efforts between numerous government agencies and the media. Developed new procedures in the Washington D.C. and New York City areas that were adopted as the “standard” under strict Homeland Security constraints.

Provided direct support to Joint Strike Fighter Program, CVX Program, E-2C and C2A Programs, and the Common Support Aircraft Study including the development of Operational Requirement, Concept of Operations, and Capability Documents. Developed and chartered the Future Battle Group Integration Team introducing a new integrated approach to the acquisition of future platforms. Created a set of Tactical Situations that simplified the notional design development process and became the cornerstone for the Common Support Aircraft concept of operations.
