Technical Foundation Paper Group Lead with the primary task to develop and maintain US Navy surface ship/craft and ship/craft system life-cycle maintenance schedules for 10 US Navy ship classes in the form of Technical Foundation Papers (TFP). A TFP is an engineered plan (notional) for the planning, execution and budgeting of depot level maintenance and technical requirements spanning the expected service life (ESL) of a class of US Navy Surface Ships. Development of a TFP requires an extensive knowledge of engineering policies, practices and procedures, utilizing analytical and evaluative techniques applied to systems and components of surface ships and craft. Recent projects completed include TFPs for the DDG-51, PC-1 and MCM-1 Classes. These TFPs identified an additional 123,380 man-days, 45,300 man-days and 84,800 man-days respectfully (a total of $139 million), that are necessary to achieve ESL. Current efforts are the development and refinement of the LCS-1 variant Class Maintenance Plan (CMP) necessary to generate a Technical Foundation Paper to support a Program Objective Memorandum (POM) 16 submission and FY 15 Baseline Authorized Work Package (BAWP) execution. A BAWP is that portion of the CNO availability package that is required by those branded tasks from the CMP (A-1, B-6) to reach expected service life.Additional projects completed include generation and inclusion of specific reservation items into the Class Standard Work Templates that historically create a contract change (RCC). This effort streamlines that process to minimize the impact of growth work on the timely completion of depot maintenance. Also conducted an extensive review of the Preventative Maintenance cost and schedule for the LCS 1 Class to ensure suitability and applicability in support of PMS 505 FY 15 objectives.

COMNAVSURFLANT is responsible for training, outfitting and maintaining all surface ships for the Atlantic, Mediterranean, Middle East and Caribbean operational commanders. While working as a Type Desk Officer (N43) collaborated with the In Service Engineering Agents (ISEA), Ship Design Managers, the Regional Maintenance Centers (RMC) and the Surface Force Engineering Staff, working to ensuring the assigned maintenance teams planned and executed the right maintenance, at the right time, for the right price using current engineering policies, practices and procedures. Provided modernization, maintenance and material oversight of 55 combatant class US Naval Ships by continuously communicating with the Class Squadrons (CLASSRONs), Immediate Superiors in Command (ISICs), Ship’s Force, Mid Atlantic and South East RMCs, Naval Sea Systems Command (including Team Ships), OPNAV, SURFOR, Fleet Forces Command, Warfare Centers and ISEAs for all matters associated with material condition, maintenance, modernization, budgeting, scheduling and contracting. This communication included risk based technical analysis and maintenance recommendations to the Chief Readiness Officer and the Surface Warfare Enterprise to maintain mission material readiness of the Ships and Craft through scheduling maintenance, scheduling inspection, monitoring of casualty reports (CASREPs) and review of departure from specification (DFS) requests. One noteworthy event was interfacing with the Technical Warrant Holder for approval of the PRO 40 splicing of the DDG 51 Class sonar stave cable transducer pigtails. This success provided a technically acceptable solution to an otherwise difficult problem, retaining important mission area capability with minimal loss of asset mission availability.

EISENHOWER (CVN 69) RCOH project for management of over 350K contractor man-days for the topside package (including Combat Systems) during the refueling and overhaul availability. Managed six GS-12 personnel in monitoring and management of the growth and new work in the execution of the modernization and repair work package associated with nearly every system aboard the ship with the exception of the Propulsion Plant systems. Assistant Project Officer assigned to the Virginia Class Submarine new construction project office as government contract oversight for the module construction of USS HAWAII and USS NEW HAMPSHIRE as well as the construction and assembly of USS TEXAS and USS NORTH CAROLINA.Assistant Project Officer assigned to the Government planning and execution of four 688 class submarine dry dock selected repair availabilities (DSRA). Notable repair item consistent with all ships was the repairs to the number two fuel oil tank.During this performance period participated in several dry dock evolutions including docking and undocking a CVN 68 class ship, docking and undocking several SSN 688 Class submarines and launching USS TEXAS.
