Appointed by the Prime Minister in 2004 to leading a working group on pensions reform. Subsequently led all inform initiatives up to 2012.

Led the design of the Gozo Regional Development Strategy and the legislative framework for the setting up of the Gozo Regional Development Authority. Led initiatives regarding state aid negotiations on an interim PSO agreement for the Gozo Channel (Operations) Ltd essential ferry service, negotiation with the Ministry of Transport settlement of dues owed to GCOL, identification of a fourth ferry vessel, amongst other activities.

Appointed as a Consultant Expert by the Commonwealth Secretariat and the Commonwealth Network Foundation for ICT for Development in e-Government. Worked in 4 regions.

Set up and led a boutique management consulting firm, initially partnering with LoQus Group (2010); and subsequently with Vassallo Group and 6pm (2013). Wound down company at the end of 2013. Firm specilised in institutional reform, policy design and implementation, e-Government, and EU financing.

Led a significant supply side infrastructure reform which resulted in a reduction in the marginal cost of generation and would ensure that Malta meets EU 2020 Greenhouse Gas targets targets for Malta. Led demand management reforms including process leading to introduction of integrated smart electricity and waters meters nationwide.

EuroMedITI Ltd was established by the Government of Malta to broker transfer of applied incremental innovation between Europe and North Africa.

Appointed Councillor on the Council of the University of Malta with the brief to secure the setting up of a Faculty for Information Technology.

The Malta Information Technology Agency (MITA) is the central driver of Government’s Information and Communications Technology (ICT) policy, programmes and initiatives in Malta.Played a leading and key role in positioning Malta as 1st amongst EU27 in terms of breadth, complexity and uptake of e-Government. Overhauled Government ICT infrastructure through a multi million investment programme financed through savings made through efficiency reforms. MITA won various ePractice.eu awards including e-Government Awards for e-Vehicle Registration and Administration Portal (2005) and Inland Revenue Online Services (2008) as well as with regard to the EU Good Practice Label including Employment and Training Corporation (2008) and Malta Environment and Planning e-Application (2007).

Articluted Information Systems Strategic Plan 1999-2001 for Government. Was asked to implement the recommendation relating to the setting up of a Central Information Management Unit within the Office of the Prime Minister. Was responsible for the articulation of the e-Government Strategy; legislation relating to data protection, cyber crime, and computer misuse amongst other matters.

Appointed by the Prime Minister to reform the R&I landscape in Malta and propel Malta to a higher R&I ranking within the EU. Was responsible for the articulation of the National Strategy for R&I: 2007-2010 and the initial implementation phases that resulted in Malta reaching 75% of 2010 0.75% of GDP in R&I by 2008.

Appointed by the Prime Minister to set-up a small unit to support four newly set up Cabinet Committees: National Projects; Competitiveness; Social Policy; and Environment.

Invited to lecture students up to MA in Public Policy in subjects such as Principles of Public Administration; Administrative Reform; ICT and Reform in Public Administration; Public Policy; Re-inventing Government.

Appointed by Prime Minister following feasibility study to converge two acute hospitals. Played a major role in the design of a new 800 bed acute hospital; renogtiations with Skanska JV on the said hospital; and reform of the health sector.

In July 1993 was assigned as understudy to the Director responsible for consulting (Canadian expatriate who previously held the position of head of the Ontario Province's public service to take up the position on the expiry of his contract. Formally assumed the position of Director of Consulting in June 1994. At the time was one of the youngest public officers to hold a Director position in Malta's public service.Responsible for Government’s internal management consultancy arm with particular focus on information technology national and government strategy, financial management; human resources management; organisational design and development; operational reviews; and general management.In 1997, following a change of administration, was tasked by the Prime Minister to hive off the Consulting Division from MSU Ltd and establish as the Management Efficiency Unit reporting directly to the PM's Office and that of the Head of the Public Service.

Assigned to the newly set up public service reform agency. As Executive Assistant to the Chair was involved in the drafting of strategic papers and evaluation of public service reform and implementation of the Information Strategic Systems Plan 1990-1995. As MSU Ltd grew from a small team to over 350 persons was assigend by the Chair to establish and manage the human resource management framework for MSU Ltd based on human resource management reform principles being introduced in the public service. Prepared background papers for the PSRC on structure of government, training, grading. Recommendations concerning training and grading incorporated in Commission's final report. Carried out a survey amongst headship positions in the public service on state of the public service. Assisted the Operations Review Consultant on the first Information Strategic Systems Plan carried out for the Government of Malta.
