Executive Management - Board of County CommissionersResponsible for the overall leadership, policy and land use direction of Montrose County, ColoradoFirst elected in November of 2008 as the Montrose County Commissioner for District 3, I was re-elected in November of 2012 to a second term and served until its expiration on January 10, 2017 due to term limits.District 3 is the largest of the three Commissioner Districts encompassing approximately 1,350 square miles of the 2,246 square miles that are within the jurisdictional boundaries of Montrose County, Colorado. The district includes three (3) incorporated municipalities and three (3) unincorporated communities and extends from the County Seat in Montrose, Colorado west to the Utah state line.As a Commissioner of a statutorily incorporated county, our duties are defined by State statute and determined by the State Legislature. Further to that, we appointed and oversaw 28 standing boards and commissions that reported to the BOCC. The Board of County Commissioners (BOCC) sets the policy direction for the County as well as the annual County budget. Much as within the private sector, the BOCC are the "Board of Directors" of the County government (Public Works, Health & Human Services, Administration, etc.) and the individuals accountable directly to the taxpayers for County operations excluding those operations that are under the direction of the other elected officials (County Sheriff; County Coroner; County Treasurer; County Assessor and County Clerk & Recorder). With almost 400 combined employees, Montrose County is one of the largest employers in the Montrose County.In addition, the County Commissioner's oversee the enterprise fund operations of County government (Montrose Regional Airport as well as Montrose Memorial Hospital, by and through its Board of Trustees) and hires/appoints the County Manager and County Attorney.

Future Moves of America was founded by my wife Dawn and I to help and guide individuals, families and corporations through the household goods relocation process utilizing our knowledge and expertise gained from years of working in the household goods relocation industry. We became "The Travel Agents of Moving" through the building of this transportation and moving relocation brokerage company. Our relocation packages covered both domestic and international moves.Our services included: estimating, box sales, packing, unpacking, loading and unloading, storage, etc. We contracted with most of the national van line companies as well as local providers. We arranged and managed every move with a Move Management Coordinator who worked with the customer from the beginning to the end of their move.

Carl J. White & Associates was a consulting firm that specialized in the very niche market of elevator and escalator accident consultants with the firm's specialty being the investigation of escalator accidents on behalf of individual client owners, attorneys or those injured due to defects in escalators.The firm's founder, Carl White, was a patent holder of an escalator safety device to prevent side-of-step entrapment accidents on escalators wherein a person's shoe, foot, calf, hand or fingers, article of clothing, etc. would be caught/entrapped in the moving stairway's machinery typically involving serious injury or death. Children are the most likely population group to be involved in these types of accidents. Poor maintenance and poor design of this heavy machinery are most typically the causes of accidents on escalators.I worked for and/or with the firm until the retirement of Carl White.

I was one of five (5) elected Council members for the City of Montrose. The Montrose City Council provides the political leadership for the City; sets policy direction; oversees land use, zoning, annexations, master planning, etc. for the City; sets the annual budget for the City in conjunction with the City Manager and staff and provides the necessary guidance of City staff as directed by the Council's constituency.In addition, the City Council is responsible for overseeing the codes and ordinances that guide development, building permits, etc. for the City of Montrose. Responsibilities also included hiring the City Manager who is a direct report to the City Council and the Chief of Police (who was, at the time, a joint appointee of the City Council and the City Manager) and the City Attorney.

With a business partner, we founded and ran a phone card vending business that operated in Colorado Springs, CO dispensing the then popular phone cards that were used for long distance and international calling from home, business or pay phones. I sold my interest in the business in 2000.

By City charter, Colorado Springs operates under a council-manager form of government. Thissystem combines the strong political leadership of elected officials, in the form of City Council,with the strong managerial experience of an appointed local government manager. All power isconcentrated in the elected council, which hires a professionally trained manager to carry out itsdirectives and oversee the delivery of public services.Functions of City Council are to: respond to citizen concerns; represent various segments of the community, appoint and direct City Manager, Utilities Director, City Clerk, City Attorney, and CityAuditor; enact ordinances and resolutions. oversee, prepare (with staff) and approve an annual City budget; determine tax rates.At the time that I served, the City Council was also responsible for appointing members of the Memorial Hospital Board of Trustees; the Colorado Springs Parks Advisory Board; the Planning Commission and other boards and commissions as establish by City Charter or Council direction.I was one of nine (9) members of the City Council with Mayoral position included.

Concurrent with my term of office as a City Councilman with the City of Colorado Springs, I served (along with the rest of the City Council), as a member of the Board of Directors of Colorado Springs Utilities (CSU) which was founded in 1924.CSU is roll model for municipally owned utilities throughout the United States of America. CSU owns and operates electric power generation plants (coal, gas and hydro); transmission and distribution systems; gas pipeline and delivery systems; water rights, reservoirs, water delivery systems/pipelines (which span from the central Rocky Mountains of Colorado to the Pueblo, Colorado reservoir to Colorado Springs itself); water treatment processing facilities; wastewater (sewer) systems and the associated wastewater processing and treatment facilities required to meet all environmental and regulatory obligations required of such operations. It's service area is quite large and encompasses most of the Pikes Peak area.The CSU Board of Director's were responsible for the appointment of the Director of Utilities as well as approval of major purchases, expansion of infrastructure and associated systems as well as setting the necessary utility rates required to keep CSU on sound financial footing.As a board member, it was my obligation and duty to fully understand the workings of all aspects of the City's utility operations and on numerous occasions visited the various facilities of all departments within CSU. I was and am an advocate for the City and CSU especially as related to their low cost structure, forward and visionary thinking as exemplified in their business plans and goals. On the economic development side of my role as a board member, I often worked with the Colorado Springs Economic Development Corporation to assist businesses relocating to the area as well as business related organizations such as the Chamber of Commerce.

I began working for Bekins Moving & Storage Co. of Seattle, Washington (the name was later changed to Bekins Northwest) at the beginning of 1983 as a Management Trainee in their Portland, Oregon facility on the banks of the Willamette River.I was promoted to the position of General Manager when the company entered the Colorado market in 1984. I relocated to Colorado Springs, CO as a result of the promotion and opened their office there. I grew the business from an operation with three moving vans in an 11,000 sq. ft. building into a $5M (revenue) through right-hiring of sales personnel, drivers and laborers and warehouse personnel.My responsibilities included: all hiring of personnel; sales and marketing of the company in the local market; equipment acquisition oversight; daily operations; budget setting; profit and loss of the local branch as well as numerous other managerial requirements common to any business. By the time I left the company near the end of 1990, we had a multi-unit van fleet in a 66,000 sq. ft. warehouse/office building and were on a sound financial footing generating in excess of $5M a year for the company.
