County Commissioner - Chairman/Vice Chairman Of The Board - Montrose County, ColoradoMontrose County, Colorado Jan 2009 - Jan 2017Montrose, ColoradoExecutive Management - Board of County CommissionersResponsible for the overall leadership, policy and land use direction of Montrose County, ColoradoFirst elected in November of 2008 as the Montrose County Commissioner for District 3, I was re-elected in November of 2012 to a second term and served until its expiration on January 10, 2017 due to term limits.District 3 is the largest of the three Commissioner Districts encompassing approximately 1,350 square miles of the 2,246 square miles that are within the jurisdictional boundaries of Montrose County, Colorado. The district includes three (3) incorporated municipalities and three (3) unincorporated communities and extends from the County Seat in Montrose, Colorado west to the Utah state line.As a Commissioner of a statutorily incorporated county, our duties are defined by State statute and determined by the State Legislature. Further to that, we appointed and oversaw 28 standing boards and commissions that reported to the BOCC. The Board of County Commissioners (BOCC) sets the policy direction for the County as well as the annual County budget. Much as within the private sector, the BOCC are the "Board of Directors" of the County government (Public Works, Health & Human Services, Administration, etc.) and the individuals accountable directly to the taxpayers for County operations excluding those operations that are under the direction of the other elected officials (County Sheriff; County Coroner; County Treasurer; County Assessor and County Clerk & Recorder). With almost 400 combined employees, Montrose County is one of the largest employers in the Montrose County.In addition, the County Commissioner's oversee the enterprise fund operations of County government (Montrose Regional Airport as well as Montrose Memorial Hospital, by and through its Board of Trustees) and hires/appoints the County Manager and County Attorney.

CSU owns and operates electric power generation plants (coal, gas and hydro); transmission and distribution systems; gas pipeline and delivery systems; water rights, reservoirs, water delivery systems/pipelines (which span from the central Rocky Mountains of Colorado to the Pueblo, Colorado reservoir to Colorado Springs itself); water treatment processing facilities; wastewater (sewer) systems and the associated wastewater processing and treatment facilities required to meet all environmental and regulatory obligations required of such operations. It's service area is quite large and encompasses most of the Pikes Peak area.The CSU Board of Director's were responsible for the appointment of the Director of Utilities as well as approval of major purchases, expansion of infrastructure and associated systems as well as setting the necessary utility rates required to keep CSU on sound financial footing.As a board member, it was my obligation and duty to fully understand the workings of all aspects of the City's utility operations and on numerous occasions visited the various facilities of all departments within CSU. I was and am an advocate for the City and CSU especially as related to their low cost structure, forward and visionary thinking as exemplified in their business plans and goals. On the economic development side of my role as a board member, I often worked with the Colorado Springs Economic Development Corporation to assist businesses relocating to the area as well as business related organizations such as the Chamber of Commerce. -

By the time I left the company near the end of 1990, we had a multi-unit van fleet in a 66,000 sq. ft. warehouse/office building and were on a sound financial footing generating in excess of $5M a year for the company.
