David Sanborn was sworn in as Assistant Administrator at the U.S. Small Business Administration in 2016. As a President Obama appointee, he led the Office of Native American Affairs working to ensure Native American individually owned and Tribal owned businesses have access to all the tools they need to start, grow and prosper in their enterprises. In turn these enterprises create jobs, wealth and contribute to establish strong and robust, healthy and enduring Native American communities. David co-chaired the Economic Development Subgroup of the White House Council on Native American Affairs. He is a citizen of the Penobscot Indian Nation of Maine and the United States.

National Advocacy Organization• Doubled competitive federal grant support from $1.3M to $2.6M in the second year of hire.• Decreased operating expenses by $680K from a total operating budget of $2.7M within the first year of hire.• Planned for and administered all programs and activities in accordance with the organization’s mission and vision under the general direction of the NAIHC board of directors.• Served as the lead agent, representative and spokesperson for the organization, which consists of 466 member tribes and 270 tribal housing authorities across the country.Policy and Advocacy• Served as chief advisor to the NAIHC board of directors on intergovernmental affairs and political matters.• Articulated advocacy messages and positions on behalf of the organization.External Relations• Raised $522K in unrestricted funds over a two-year period.• Oversaw fund development, established fund-raising plans and goals to generate additional sources of revenue for the benefit NAIHC’s membership.• Guided the overall communication and outreach effort to inform tribes, Native American groups and non-profits, allies, Congress and federal agencies about NAIHC’s vision and mission and services offered.Constituent Services• Oversaw the training and technical assistance program for all U.S. Department of Housing and Urban Development Indian Housing Block Grant recipients from curriculum development to the hiring of 17 contract consultants.• Convened three annual national meetings.

Policy• Chairman of the Defense-wide Native American Working Group, consisting of representatives from all military departments and sub-agencies chartered to coordinate policy and program issues relative to Native Americans.• Conducted complex studies and analyses, evaluated and presented divergent professional opinions affecting tribal affairs related to the U.S. Department of Defense (DoD) activities, and defined and described policy options, including the consequences of their adoption.• Prepared briefings, presentations and decision memoranda in support of deliberations and decisions by senior political appointee management.• Developed and implemented DoD’s Native Hawaiian Organization Consultation Policy.Communications and Outreach• Made presentations concerning DoD policies, programs and budgets to DoD senior political leadership, Congress, American Indian and Alaska Native tribal governments, Native Hawaiian Organizations, other federal agencies and the general public.• Served as the official DoD representative and spokesperson on several federal interagency work groups on Native American Affairs.• Provided Native American Cultural Awareness training at regional and at the military installation level to educate DoD senior personnel and program staff.• Managed DoD’s outreach activities to tribal governments.Programs• Managed DoD Native American Lands Environmental Mitigation Program (NALEMP).• Successfully requested increased budget from $10M to $12M per year by initiating program efficiencies, demonstrating need and consistently achieving annual program metrics and goals.• Implemented NALEMP funding through Cooperative Agreements between DoD and tribal governments, thereby creating a partnership between DoD and tribes. • Decreased overhead costs from $1.3M per year to $870K per year; savings were reinvested into clean-up projects.

Point person for management of Keres Consulting, Inc, a Native owned 8(a) small business, as contractor for the U.S. Department of Defense.Responsible for overall management of Native American Lands Environmental Mitigation Program (NALEMP) plan and tasks in Technical Support Contract.Work directly with Senior Tribal Liaison on development of Native American program including:NALEMP goals, objectives, and performance measures to improve program efficiency and accountability; NAGPRA, NHPA, NEPA and RFRA compliance as related to tribal cultural resource and natural resource issues.Work directly with Senior Tribal Liaison on wide-range of Native American issues including:Initiating DoD Native Hawaiian Organization Consultation Policy; regional and local American Indian and Alaska Native matters; working with Federally-recognized tribes in accordance with the DoD American Indian and Alaska Native Policy and DoD internal Instruction 4710.02.Oversee the facilitation, planning, and logistical support for DoD internal meetings and briefings, national conferences, and national NALEMP meetings.Monitor field level initiatives and activities under NALEMP.Supervise a twelve member team responsible for technical and administrative support to the Office of the Secretary of Defense in support of NALEMP.
