The Charles Wallace was a nineteenth century entrepreneur whose businesses flourished in British India. He died in 1916, leaving his fortune to the Indian Treasury to assist nationals of British India (which in 1916 included Burma) to obtain education and professional development in Great Britain. The Charles Wallace Burma Trust (together with Trusts for India, Pakistan and Bangladesh) was established in 1981. It is a registered United Kingdom Charity, originally administered by the British Council, but is now run independently, though the British Council remains a Trustee and provides support both in the UK and in Burma. The Trust is managed day-to-day by a Secretary who reports to the Board of Trustees. The Trust helps Burmese nationals pursue postgraduate study and professional development in the United Kingdom. The Board of Trustees has the authority to use the income from the Trust’s funds for Burmese who are resident in Burma to enable them to "follow courses of study, research or other educational pursuits which will advance the education of the said individual". Administrative costs are kept to a minimum, and over 90% of the Trust’s investment income is spent on the Trust’s educational work. This work consists of two Programes: Postgraduate Student Bursaries and a small Visiting Fellowship Programme which enables mid-career professionals to visit the UK for up to three months. The subject had been involved in negotiations with the Government of Burma in 1983 - 1985 to set up the Trust's operation in the country, and became a Trustee in 2005. He was elected Chairman of the Trust in 2006 and served in that capacity until stepping down at the end of 2010.
