Leads the development and deployment of innovative technical solutions for Serco and its customers by understanding business needs and applying advances in information technology and transportation management. As the principle advisor on Intelligent Transportation Systems (ITS) to the Serco Transportation & Infrastructure business unit, provides technical oversight of services that have included Serco’s Virginia Department of Transportation statewide operations for ITS Maintenance and ATMS, Georgia Department of Transportation ITS Maintenance, San Francisco congestion management project (SFpark), and serves as the lead Subject Matter Expert on all technology-related matters. Produces and manages customized solutions integrating software, hardware and communication systems architecture and engineering. For the past 2.5 years has also served as the Program Manager for the GDOT ITS Statewide Maintenance contract.

Responsible for all aspects of the Transportation Systems business for the Southeast and Central United States including business development, proposal/bid development, presentations, operations and Profit/Loss (P&L). Projects included:• Design/Build projects in Florida (FDOT District 6 - Miami)• ITS Maintenance in FDOT District 4 (Ft. Lauderdale)• ITS Design in FDOT District 5 (Deland / Orlando)• KC Scout TMC Operations for MDOT (Kansas City, Missouri)• ATMS Software for Kansas DOT• TxDOT Traffic Signal Control Software

Provided a new vision of Information Technology at GDOT by taking the IT Division from a secondary function to a complete Program Office, introducing best practices and software lifecycle protocols, and ensuring that all projects had clearly defined goals and budgets and met customer expectations. This paradigm shift changed the focus of IT projects to meeting customer needs, both internally and externally. Had final responsibility for all projects and deliverables. Pioneered the introduction of Strategic Performance Management into the IT Division, using key performance indicators to determine deficiencies and optimum resource allocation. Instituted Project Portfolio Management, incorporating IT Governance into the project selection process. Initiated the Business Continuity / Disaster Recovery (BC/DR) project, creating an active Business Continuity site on the GDOT Metropolitan Area Network (MAN) to protect applications that are critical to the Department’s function. Championed greater acceptance of Business Intelligence to leverage the Department’s many disparate data sources into Data Warehouses/Marts for Decision Support Systems and Reporting.
