Serve on senior management team and manage legal unit with 15 staff comprised of attorneys and advocates to provide legal and management training and technical assistance, and to conduct legal and policy research in support of disability rights attorneys and advocates. Issues addressed includes all aspects of the civil rights of persons with disabilities such as community integration, voting rights, prison conditions, public accessibility, education, and protections from abuse and neglect. Address staff performance and workload issues. Review and edit numerous technical assistance and legal documents. Wrote and edited successful grant application efforts to secure funding from both public and private partners. Assist with budget issues as needed.Serve as general counsel reviewing and writing contracts, and advising on insurance, personnel and employment, and compliance issues for the organization. Oversee implementation of large federal grants and contracts to ensure programmatic compliance. Successfully completed publications for the National Council on Disability, and conduct legal, statistical and policy research on the rights of persons with disabilities. Co-led a coalition which successfully organized a 2021 National Guardianship Summit to recommend reform and served as chair of the coalition.Train and provide direct technical assistance to national network of attorneys on federal employment laws; efforts to combat human trafficking of persons with disabilities; guardianship laws and supported decision-making; federal laws on lobby restrictions for nonprofit organizations; the federal protection and advocacy system for persons with disabilities; and other related laws and programs. Supervised a three-member team who provided training and technical assistance to attorneys and advocates of the federally created Protection and Advocacy system for persons with disabilities. Designed, managed, and served as primary editor for three research projects addressing the enforcement and implementation of federal disability rights laws published by the National Council on Disability. Conducted statistical, legal, and policy research of federal agencies which enforce disability civil rights laws.

Organized and trained attorneys and investigators on monitoring and investigating abuse and neglect of persons with disabilities. Wrote and edited briefs, advised attorneys on litigation strategy and settlement agreements, and created numerous technical assistance and training materials. Co-chaired an International Task Force of the Consortium for Citizens with Disabilities to address international disability issues and the Convention on the Rights of Persons with Disabilities.Directed the creation, management, and expansion of a project to review organizations acting as representative payees for persons with disabilities under a multi-million dollar contract with the Social Security Administration. Drafted subcontracts, led a project implementation team, and coordinated and reviewed the work of over 100 nationwide monitors.

Developed and conducted trainings and provided technical assistance on laws, programs, and legal strategies related to employment including the Americans with Disabilities Act, the enforcement provisions of Title VII of the Civil Rights Act of 1964, the Fair Labor Standards Act, the Rehabilitation Act of 1973, and other laws. Co-chaired an inter-organizational task force on international law related to disability, including the International Convention on the Rights of Persons with Disabilities. Analyzed federal and state court decisions and proposed legislation to assess the impact on individuals with disabilities. Created and analyzed a nationwide survey of the training needs of attorneys and advocates. Lead author of a report published by the U.S. Department of Labor on the use of assistive technology and the employment of persons with disabilities.

Developed and taught course entitled "Law, Politics, and the War on Terrorism" which considered the war on terrorism from a democratic theory perspective with discussions on the nature of terrorism, the USA Patriot Act, the Foreign Intelligence Surveillance Act, major court decisions, and United States foreign policy and detention policies in the context of international law.

Represented clients in cases involving employment, disability and other civil rights, consumer debt, and public benefits. Lead trial counsel in a successful federal employment discrimination case under the Americans with Disabilities Act which resulted in a $1.48 million court award and full pension benefits for the plaintiff. Co-counsel in a proposed federal civil class action against a state agency for violations of the Due Process Clause of the 14th Amendment and the Rehabilitation Act which successfully settled. Negotiated settlement agreements in employment discrimination and public benefits cases. Produced a biannual newsletter on employment laws and disability issues. Served on a union management committee and analyzed agency's budget during negotiations around reorganization of the agency.
