Santiago, Santiago Metropolitan, Chile

- Temporary assignment at the New Zealand Embassy in Santiago, Chile filling in for the Deputy Ambassador during the COVID-19 pandemic. I succeeded in this challenging assignment due to my dedication to mission, flexibility, and ability to adapt quickly to new environments.- Delivered high-quality and timely policy reports on Chile political issues, including the 2020 constitutional referendum.- Managed sensitive consular cases, providing support to New Zealand nationals in distress in Chile and Peru.- Supported the Ambassador with overall management of the Embassy. Developed an implementation plan for new Chilean workplace legislation.- Managed, mentored and coached 5 staff and led recruitment process for hiring new staff. Developed and led team-building and engagement activities.

Honolulu

- Assumed position one year after Consulate's opening in 2014. Developed and implemented a stakeholder engagement plan to grow and broaden the Consulate's network in Hawai'i in pursuit of strategic objectives. Identified priority contacts and fostered collaborative relationships to achieve strategic objectives.- Advanced New Zealand Government's foreign policy objectives by increasing United States military and civilian representatives' understanding of New Zealand's policy positions and priorities in the Indo-Pacific region. Identified issues of interest, developed briefing materials, tailored messaging to audiences, and created and pursued opportunities to brief counterparts.- Utilized big picture perspective and critical thinking skills to identify and analyze strategic opportunities and political risks to New Zealand’s bilateral relationship with the US, and provided cohesive and nuanced advice to senior New Zealand policymakers across multiple agencies via written reports. Several of my reports were recognized as best practice examples by management.- Played a key role in embedding the Consulate as a trusted stakeholder in the diplomatic community in Hawaii, leading to increased interest from US military and civilian officials in the New Zealand Government’s views on a wide range of issues.- Planned and delivered successful official visits and engagements in Hawaii by four New Zealand Cabinet Ministers (Secretary equivalent), two heads of government departments and one deputy head, Ambassador and Deputy Ambassador to Washington DC, and multiple senior officials. Provided strategic policy advice and visit support to senior NZ military leaders.- Cultivated a collaborative environment and effective team through my management of three staff and ensured the Consulate's smooth operations by leading during the Consul-General's absences.

Honolulu

- Served as Acting Consul General for 18 months total cumulatively of my 4.5-year assignment in Honolulu.- As New Zealand’s most senior diplomat in Hawaii, represented the New Zealand Government at the highest levels in Honolulu and the State of Hawai'i. Developed and maintained collaborative relationships with United States Indo-Pacific Command (INDOPACOM) and six other major US military commands, US federal agencies, Hawaii state and municipal government, congressional offices, civic leaders, academic institutions, companies, and community partners.- Advanced New Zealand’s foreign policy objectives in the Indo-Pacific region by advocating to US military and civilian government leaders, and bolstered external awareness of New Zealand’s expertise and strengths. Researched and analyzed US policies, identified issues of mutual interest affecting the Pacific Islands region, prepared advocacy materials including oral briefings, letters and social media outreach, and articulated the concerns and positions of New Zealand to those able to influence US strategy and policy in the Indo-Pacific, including US four-star generals and admirals, members of congress, Ambassadors, and US Department of Defense and State Deparment senior officials.- Led and motivated the Consulate’s team of five staff, including performance management and recruitment. Fostered and improved team culture after a 40% staff turnover through planning and delivering a six-month team building and organizational values program.- Supervised and directed the management of the Consulate’s annual budget and portfolio of properties to ensure prudent management of resources and conformance with government policies and standards.- Fostered relationships, collaborated, and partnered with foreign diplomats from 10 countries and military representatives of 9 countries to further allies’ advocacy messaging to US military leadership, State of Hawaii, and federal agencies.

Produced high quality briefing for successful New Zealand Foreign Minister visits to Myanmar and Timor-Leste, and program arrangements, briefing and reporting for high level visits to New Zealand by Ministers and Members of Parliament from Myanmar and Timor-Leste.- Fostered collaborative relationships with New Zealand embassies overseas, New Zealand government departments and business representatives, and foreign embassies represented in New Zealand in order to achieve Ministry's strategic objectives.- Prepared high-quality analysis and written advice to New Zealand cabinet ministers’ offices and senior policymakers on complex and politically sensitive human rights issues in Indonesia and Myanmar, drawing on open-source research and engagement with civil society and community groups. Established an organization-wide reputation as a subject matter expert in these fields.

- Monitored and produced reporting on human rights issues in Indonesia, recommending positions to be adopted to New Zealand policymakers. Developed and maintained collaborative relationships with human rights activists, civil society leaders and academics, officials in national and state government, and counterparts from 10 foreign embassies.- Operationalized a step-change in New Zealand’s international education marketing in Indonesia. Completed negotiations for the first government cooperation MOU with Indonesian Education Ministry; advised, supported, and provided introductions for ten Vice Chancellors (Presidents) and Deputies from New Zealand universities to maximize market opportunities during their in-country visits; and assisted five universities to negotiate new partner-funded scholarship schemes with Indonesian Education Ministry.- Achieved professional fluency in the Indonesian language and leveraged this skill to gain critical information from external stakeholders, maximizing impact and enhancing the Embassy’s reputation.
