- Lead and trained a team of architects on all design standards for the Air Force medicine Enterprise Architecture Division.- Championed the adoption of common enterprise-wide design methods using the DoD Architecture Framework 2.0 (DoDAF 2.0) and documented these standards for the three military services and the TRICARE organization in a Concept of Operations (CONOPS).- Recommended open standards related to Service Oriented Architecture (SOA), Web Services, XML, BPEL, BPMN and other methods for various existing programs. - Identified and recommended integration solutions that converge cross-functional applications resulting is significant cost savings. - Designed Enterprise Wide Solutions for several Service Oriented Architecture (SOA) solutions including medical data warehousing, web portal consolidation, third-party insurance billing and medical digital image storage. - Coded the IBM Rational System Architect USRPROPS file to provide the DHA design community with customized metadata and provide additional graphical design features.

- Supported the re-establishment of enterprise architecture (EA) services in Navy Medicine after a multi-year laps in the availability of EA services.- Created DoDAF 1.5 and 2.0 artifacts for three navy concepts being considered for funding using IBM System Architect (SA) version 11.0. - Analyzed the baseline capabilities for enterprise-wide license / asset management and documented two programs to enhance services and reduce costs which included Requirements, Business Case Analysis, CONOPS and presentations resulting in two fully funded programs. - Facilitated and developed the documentation standards for the NAVMISSA organization to include, templates, training materials, style guide and numerous other artifacts.

- Managed over 150 employees at 68 military hospitals worldwide providing Network Engineer and IT support.- Restored a program with multiple contract violations back into 100% contract compliance.- Completed a financial audit which identified and rectified dozens of accounting errors which resulted in 100% billing accuracy for a $9 million dollar budget. - Concurrently Managed a second $5 million IT services program containing two complete outsourced IT staffs at US military hospitals, at Lackland and Keesler AF Bases. The labor categories for this contract cover 18 IT specialties and additional sub-specialties.

- Planned and completed the migration of several systems from Ft. Detrick MD and other sites to Ft. Sam Houston, TX. These systems included 18 SAP servers and a SAN storage system, 6 service desk servers, Oracle databases, service desk operations and a 10 server web farm. This migration became the foundation for the MEDCOM Enterprise Management strategy to consolidate IT operations previously scattered across 38 Army hospitals worldwide. - Authored the very first Defense Business Transformation (financial justification) package by the US Army Medical Command (MEDCOM) to be approved through all steps required by the US Congress. The $20 million annual program budget ($140 million – 9 year life cycle) justified an SAP supply chain solution with Oracle that reduces medical equipment inventory costs by $230 million over the system life span.- Coordinated the provisioning of T1 network services to an Avaya IP telephony system.- Facilitated deployment planning for a Network Protection Suite (NPS) implementation to secure Army medical networks using Cisco, Foundry, Juniper, and other network products. - Managed the deployment of a Virtual Desktop Infrastructure pilot project using VMWare and 30 HP servers for a 400 person IT organization.

- Managed the development of a leading edge eLearning solution, which integrated multimedia video, flash animation, CDROM software and self paced web based training.- Designed a PDA application, which provides psychologists with IQ score look-ups based on complex database parameters.- Managed project team that opened 4 new AT&T Call Centers with over 500 agents.- Developed the Key Performance Indicators (KPI) for measuring and reporting the operational capabilities of customer support for SBC’s DSL line of business.- Wrote SBC’s Communications Plan for the DSL Technical Support Help Desk.
