As the Noblis Lead I am responsible for over 100 FTEs on my Task Order. This contract is the primary means for the Air Traffic Control (ATC) Communications Services Directorate to obtain the required Program Management, Acquisition Support, System Engineering, Operations Management and Support, Business and Financial Management, and other technical services to accomplish their mission objectives.Additionally, as the Sr. Manager of the Enterprise Comm Engineering Service Area, I manage a team of approximately 30 individuals and have responsibilities related to staff development, business development and marketing, outreach, and other strategic corporate goals.

Clients: FAA, GSA, and IRS• Task Lead for an FAA task of over 100 people working in a matrix organization supporting approximately 250 concurrent engineering, communication, security, implementation, training, and security projects under the FAA (ECSS) contract. This work is with the ATC Communications Services Directorate to obtain the required Program Management, Acquisition Support, System Engineering, Operations Management and Support, Business and Financial Management to accomplish their mission objectives.• Supporting the IRS Network Convergence acquisition, and development of the acquisition package for the IRS Network Convergence acquisition, including the development of the Instructions to Offerors, the Evaluation Criteria, the Source Selection Plan, and the Non-Price Evaluation Plan, as well as contributing to the development of the Performance Work Statement, the Pricing Volume, and the Price Evaluation Model• Acted as a facilitator and as an adviser to the IRS source selection board and evaluation teams, and helped to document and summarize their findings for the CO• Project management of several full life-cycle acquisitions in support of the GSA Regional wholesale managed VoIP service (IPTelS) offering for GSA Regional VoIP projects• Assisted with the Networx Internet Protocol Telephony Service (IPTelS) contract modification incorporating Local Area Network (LAN) management into the existing Voice over Internet Protocol (VoIP) services• Coordinated and facilitated with the GSA Regions, as well as developing new, and consolidating existing, tools and templates to help guide the acquisition process, including SOWs and Source Selection Plans, Conformance and Compliance report on Contractor proposals, RFIs, white papers, and training materials to help facilitate the education of the GSA Regions regarding the Networx contract and IPTelS

I was the project manager of several Civil and DOD projects, supported several other projects, managed a small team, and actively recruited and hired for the team I worked for. I also represented the firm at conferences such as GSA Network Services, GSA Expo, the DTS-W customer forum, AFCEA TechNet and FOSE. I started as a Consultant in 2000, was promoted to Sr. Consultant in 2001, and was promoted to Associate in 2004.

I supervised a group of twenty-four people, and coordinated their day to day activities. I worked with the Local Exchange Carriers to ensure the timely delivery of service for MCI WorldCom National customers. I resolved any issues that impeded or prevented the installation of MCI WorldCom orders, and coordinated the improvement of delivery dates for National customers. I also supported MCI WorldCom field operations personnel to facilitate delivery of customer circuits. I prepared training material for new personnel, as well as coordinated and assisted the training of new employees. I assisted with the development of new policies and procedures for the “Customer Not Ready” department. I also provisioned and designed the local access loops in TCOMS for MCI WorldCom long distance orders.

I opened trouble tickets for local exchange carrier queries on access service requests, better delivery due dates, no-FOC (firm order commitment) issues, and late delivery issues on legacy MCI orders.
