As part of the Corporate Strategy Team, responsible for working with business, industry, labour, community and government agencies to facilitate provincial policy responses and initiatives to further the development of the labour market, including developing program policies and conducting policy analysis, executing research to provide project management and evaluation support. Also, responsible for briefing notes, conducting public and internal engagements and presentations, and policy research and evaluation.

Term position. Responsible for developing communications, presentations, and promotional materials to promote apprenticeship and the skilled trades; developing and providing for the delivery of training responses to emerging needs including essential skills training, customized apprenticeship technical training tutoring and sessions, skills gap upgrading and exam preparation programs; tracking and monitoring applicants and their progress; developing and implementing an evaluation strategy and assessment processes; and producing weekly and other reports.

Nova Scotia

I am responsible for developing, coordinating, measuring, and evaluating innovative occupational health and safety workplace awareness and outreach programs for employers and workers across Nova Scotia. I administer the Creative Sentencing Program, working collaboratively with companies and individuals who have been convicted for contraventions of the NS Occupational Health and Safety Act and applicable regulations. I liaise closely with Crown, defendants, families, Investigators and Inspectors, educational institutions, and industry stakeholders to ensure meaningful educational activities are conducted through this program that engages directly with industry and the public. For this work, I received a Deputy Minister Quarterly Award for going “above and beyond his regular duties to approach creative sentencing in an innovative, collaborative and proactive manner”, and for being “… a trailblazer in positioning NS as a leader in Canadian jurisdictions with creative sentencing…. David always goes above and beyond expectations, pushing the envelope to network, collaborate and find success in the most difficult of circumstances.” I have a prominent role designing and delivering in-person and online public engagement sessions across the province using principles of the International Association for Public Participation (IAP2). I have extensive training and experience in stakeholder engagement based on IAP2 practices. The most recent engagement project saw our team nominated and selected to receive the Malcolm K. Sparrow Award for Excellence in Regulatory Practice for 2019-2020 for our team’s outstanding contributions in the policy work for expanding the cancer presumption list for firefighters.

Southwest Nova Scotia

Responsible for leading, developing and administering the programs funded through the Nova Scotia School for Adult Learning. This included leading Regional Planning Teams, monitoring programs, reviewing funding applications and making recommendations for approval, and evaluating programs by analyzing financial and activity reports.

Dayspring, Nova Scotia

Responsible for developing, implementing, and evaluating programs and effective treatment plans for children with emotional and behavioural disorders in a 24/7 residential facility. This position, dealing with individuals displaying extreme physical and emotional behaviours, required a high degree of self-confidence as I initiated efforts to affect change within clients and in staff practices for dealing with such behaviours. I was a leader in both aspects and was nominated for a Minister's Award of Excellence in 2007-2008 by co-workers.
