Appointed by the CFO to be the lead RCMP executive liaison working with the KPMG to conduct a comprehensive and independent Resourcing Review of the RCMP with the goal of developing recommendations and financial strategies. This was an intensive project conducted over a period of 10 months. The final report was a foundational analysis supporting a further, more comprehensive Departmental Review of the RCMP. Based on successfully managing the Resourcing Review engagement with KPMG, I was asked to lead the RCMP's Departmental Review. This was a comprehensive assessment of all RCMP programs and spending, that required engagement of all programs, and extensive negotiations on strategies with internal stakeholders and central agencies. This Review continues to be the foundation guiding RCMP discussions with the Government about its organizational and financial challenges.

During this time period, I served approximately 8 months acting as the Director General of Financial Management, reporting directly to the CFO. In this role I oversaw all functions with Financial Management including financial advisory services to a diverse range of programs, and enterprise financial management functions responsible for budgeting and forecasting for a budget of approximately $5 billion nationally.As the Executive Director, I oversaw teams responsible for the enterprise financial management functions including management of RCMP operating, capital, and grants and contributions funding totalling in excess of $5 billion, and cost recovery for policing services in excess of $1.8 billion annually. In this position I was responsible for leading the development of financial strategies, oversight of the RCMP's Treasury Board Submissions unit, and all internal and external enterprise financial reporting and forecasting.This role included responsibility for the RCMP's Investment Planning Framework, providing national leadership on financial management matters, and representing the finance through participation in senior committees.
