As a special monitor in the OSCE Mission to Ukraine I moved (June 18) to Ivano-Frankivsk Monitoring Team in the West of Ukraine as the Head of the Security Dimension. I provide direction and oversight for National Police, Border monitoring, National Guard, Military affairs, Veteran support and Radical groups activities in 3 Western Ukraine regions. My previous roles included:Deputy Patrol Group Leader for Technical Monitoring Patrol Group, based in Severodonetsk Patrol Hub. This group was responsible UAS flight operations, both mid and short range UAV assets, Senior Image Analyst for UAV imagery and CCTV footage. This role including supporting and supervising 11 International staff. As Outreach Coordinator, I planned, supported and delivered outreach events throughout the area of operations. The Hub's Outreach Programme had successfully delivered presentations to over 2,500 people in the Oblast. In addition, as the Senior Police Officer, I was responsible for regular liaison with the Regional and district Police Commanders and his Districts. I continue to have unrestricted access throughout the Regions along with carrying out regular assessments on the stability and tension in the area using a generic tension indicator mechanisms. David

I assessed, monitored and supported the Professional Development Training Program that delivered democratic and community policing education to over 680 officers. I organized and coordinated human resources and logistical support to Citizens Advisory Groups and Municipality Safety Councils on behalf of the community policing program. I was the senior police adviser for the International Security Assistance Force (ISAF) Provincial Reconstruction Team (PRT) in Northern Afghanistan. I was responsible for the liaison, mentoring and advising of regional and provincial police establishments. I carried out a field assessment for Northern Afghan Border Police Service, this included the initial scoping study requiring travelling to border 43 check-points and 3 HQ’s. As Program Coordinator I managed the regional in-service training programme in five provinces. I monitored and supported instructors at district and provincial levels. I Instituted recruitment and selection of trainers, setting-up reporting procedures and management information systems. Additional roles included providing operational logistical support to operational units deployed in the field, liaison with Afghanistan Government Agencies, NGO’s and the International Security Assistance Force.

I was responsible for all aspects of staff development for the Kosovo Correctional Service (KCS), this included recruit, specialized, in-service training programs and management development. I developed the KCS transitional plan for training, recruitment, staff development, firearms and civil administration handover of the KCS. I was engaged in planning, liaison and coordination of a bilateral sponsorship program designed to secure funding and resources on an international level on behalf of the KCS. As Training Officer-Dubrava High Security Prison I delivered training to 460 staff, the curriculum included prison routines, search methods and procedures, escort techniques, first aid, mine awareness, defensive tactics and other security related topics.

I was responsible for all aspects of training and development of the Operational Policing Skills Department. I managed 4 training sections, the physical fitness team, two defensive tactics teams and drill and discipline unit.
