As a special monitor in the OSCE Mission to Ukraine I moved (June 18) to Ivano-Frankivsk Monitoring Team in the West of Ukraine as the Head of the Security Dimension. I provide direction and oversight for National Police, Border monitoring, National Guard, Military affairs, Veteran support and Radical groups activities in 3 Western Ukraine regions. My previous roles included:Deputy Patrol Group Leader for Technical Monitoring Patrol Group, based in Severodonetsk Patrol Hub. This group was responsible UAS flight operations, both mid and short range UAV assets, Senior Image Analyst for UAV imagery and CCTV footage. This role including supporting and supervising 11 International staff. As Outreach Coordinator, I planned, supported and delivered outreach events throughout the area of operations. The Hub's Outreach Programme had successfully delivered presentations to over 2,500 people in the Oblast. In addition, as the Senior Police Officer, I was responsible for regular liaison with the Regional and district Police Commanders and his Districts. I was responsible for the planning, coordination and management of the Mission's police section, working in the full spectrum of policing functions. From Ministry of Interior Advisers organisational reform, institutional development and human resource development) through to Operational Policing activities (CID, traffic, public order, community & intelligence led policing, command and control and civil defence). Additional responsibilities included international cooperation, coordination of donors and EUMS bilateral projects and penitentiary affairs.

I joined EULEX-Kosovo in late November 2011, lived and worked in Pristina for the Justice Component of the Mission. My role included anti-corruption and related issues, Witness Protection Unit and human intelligence handling, Auditing and inspections working with the Kosovar MoJ and Internal Inspectorate.

As Head of Office in Erbil, Northern Iraq was to promote the EUJUST-LEX IRAQ Mission in the field of Criminal Justice Development on behalf of the EEAS and CSDP Missions. I liaised with various ministries in Kurdistan- planning, coordinating and implementing training and developmental opportunities for senior officials from the judiciary, police and penitentiary services deploying a team of EU International Rule of Law experts. I contributed to the strategic direction of the mission and represent the Head of Mission in the Kurdish capital Erbil.

As Penitenary Team Leader- I was responsible for the organisation, coordination and evaluation of police & correctional courses for senior Iraqi staff on behalf of the Mission. I coordinated logistical and administrative requirements for movement of large groups of course participants to and from Member States. I attended Member States and advised and developed training interventions on behalf of the Mission, thus providing integrated rule of law opportunities for the Criminal Justice System of Iraq.

As senior police training adviser for the Police Education and Development Unit in Bujanovac, South Serbia I was responsible for training activities in 2 multi-ethnic policing regions. I assessed, monitored and supported the Professional Development Training Program that delivered democratic and community policing education to over 680 officers. I organized and coordinated human resources and logistical support to Citizens Advisory Groups and Municipality Safety Councils on behalf of the community policing program. I coordinated, organised, planned and chaired focus groups activities for the Ministry of Interior, the OSCE and regional and divisional police departments of South Serbia.

I was responsible for the monitoring of Jericho Prison Establishment, verifying the treatment, human rights and welfare of sensitive inmates. I ensured the maintenance of the conditions of the Ramallah Agreement; the GOI & PA treaty conventions were upheld. I maintained 24/7 technical observation capability of detainees, visitors and work practices of Palestine Correctional Service. I advised on good practices, professional standards and staff training.

I was the senior police adviser for the International Security Assistance Force (ISAF) Provincial Reconstruction Team (PRT) in Northern Afghanistan. I was responsible for the liaison, mentoring and advising of regional and provincial police establishments. I carried out a field assessment for Northern Afghan Border Police Service, this included the initial scoping study requiring travelling to border 43 check-points and 3 HQ’s. As Program Coordinator I managed the regional in-service training programme in five provinces. I monitored and supported instructors at district and provincial levels. I Instituted recruitment and selection of trainers, setting-up reporting procedures and management information systems. Additional roles included providing operational logistical support to operational units deployed in the field, liaison with Afghanistan Government Agencies, NGO’s and the International Security Assistance Force.

I was responsible for all aspects of staff development for the Kosovo Correctional Service (KCS), this included recruit, specialized, in-service training programs and management development. I developed the KCS transitional plan for training, recruitment, staff development, firearms and civil administration handover of the KCS. I was engaged in planning, liaison and coordination of a bilateral sponsorship program designed to secure funding and resources on an international level on behalf of the KCS. As Training Officer-Dubrava High Security Prison I delivered training to 460 staff, the curriculum included prison routines, search methods and procedures, escort techniques, first aid, mine awareness, defensive tactics and other security related topics.

I was responsible for all aspects of training and development of the Operational Policing Skills Department. I managed 4 training sections, the physical fitness team, two defensive tactics teams and drill and discipline unit. I carried out regular reviews of course curriculum and the production of a comprehensive training plan that incorporated the first in-service training program for the Kosovo Police Service.
