Oversaw development, implementation and delivery of change management and business processes for a $400 million, companywide Enterprise Resource Planning program (SAP) focused on finance, logistics (procurement and materials management), payroll/human capital management and integration with existing asset management processes. This position included business process, change management and training responsibilities for over 1800 users directly affected by Amtrak’s implementation of the integrated Enterprise Resource Planning system utilizing SAP. These duties utilized my business experience and detailed knowledge of financial systems and business processes in Accounts Receivable, Sales and Distribution, Accounts Payable, Logistics, Project and Budget Management, Payroll, Controlling and General Ledger. Post-implementation responsibilities included development and management of system security and access, establishment of internal controls, master data management, reporting and a national employee training and qualifications program.

Planned, organized and executed the consolidation/restructuring of Amtrak’s centralized Mechanical Department. Developed and delivered the Mechanical Department 5 Year Strategic Business Plan for heavy shop production, including processes necessary to evaluate, control and establish performance metrics. This included the institution of nationwide production management and control. Directly responsible to construct, implement, analyze and manage the $400 million operating and $200 million capital budgets to execute the production schedule, remanufacture / overhaul programs at the heavy shops and division terminals which performed preventative maintenance, turnaround servicing and running repair programs on the over 1800 pieces of rolling stock. Delivered and managed the Asset/Work Management System in the Mechanical Department utilized to schedule and control maintenance activities. This included state and commuter operating contracts, billing processes for state and commuter agencies and other sources of reimbursable revenue generated by the Mechanical Department.

Organized the Northeast Corridor (NEC) into a "Strategic Deployment" model for the implementation of Amtrak's High-Speed Rail program. Acted as the formal integrator and communicator to facilitate and coordinate efforts from all the NEC departments including Customer Service, Mechanical, Transportation, Operations, Engineering, Logistics, Station Planning and Marketing, resulting in the delivery of Amtrak's World Class Service: Acela Express. Ensured training, communications and change management activities were conducted on-schedule. Developed and facilitated execution of the NEC Locomotive and Passenger Car Fleet Plan, including overhaul, preventative maintenance and modification programs to Amtrak’s passenger cars and locomotives during the transformation to Acela Express, Regional and Commuter service during FY2000 - FY2001. Established an interdepartmental “Fleet Management Team” which facilitated the refurbishment and deployment of the NEC’s passenger car and locomotive fleet.

Provided strategic planning support for Maintenance of Equipment, Transportation and Maintenance of Way production and financial activities. Responsible for updating, maintenance and supervision of the Forecasting, Inventory Planning, Deployment, Manufacturing and Inventory Accounting modules of the national Materials Management system. This system is utilized to replenish and control Amtrak's $130 million parts inventory and logistics. I was responsible for the development, execution and award of contracts for technology services and maintenance of equipment replacement parts. My key accountabilities required the development of contractual documents governing requests for proposal, deliverable/requirements definition (works cope), vendor negotiations and pricing for maintenance of equipment replacement parts and technical / professional consulting service contracts.
