David Hirsh is the head of Denton US LLP's Transportation and Rail Practice and a leader of its Global Transportation sector. His practice focuses on regulatory and business issues, with particular emphasis on transportation, the establishment of efficient and productive long-term commercial relationships within regulatory structures, and the management of transition in changing business and legal environments. He has extensive experience with rail mergers and acquisitions, rate and competition issues, safety compliance (including positive train control), licensing, and construction and environmental issues. David has represented public and private entities in a broad range of commercial, administrative, and litigation matters, often working with in-house management and staff and with outside economists and consultants to define and achieve the business goals of our clients.Examples of his diverse experience include representing companies proposing and opposing mergers and acquisitions; representing industry coalitions in major rulemakings; representing freight rail carriers in negotiations and litigation with Amtrak and other passenger carriers; representing public agencies in creating commuter rail systems (Dallas/Ft. Worth; Seattle; Minnesota); and counseling and litigating on behalf of companies concerning contracts, rates, competitive access, safety compliance, contracts, antitrust, and preemption.
