NASA Program-Level Lead Communication Systems Engineer: Responsibilities include: (1) Develop multi-year task plan/budget/loaded schedule in collaboration with sub-task leads and project managers from other participating centers.(2) Provide semi-annual presentations and reports to NASA HQ, presentations and reports during semi-annual SCaN Program Systems Engineering All-Hands Meetings, periodic presentations and briefings to SCaN Program senior management and GRC (Glenn Research Center) management.(3) Provide supervision and guidance to sub-task leads.(4) Develop, enhance, and integrate across the three participating centers (GRC, GSFC, JPL) the SCaN Simulator/Emulator Toolset consisting of custom and COTS (Commercial of-the-shelf) software suites, including STK, MATLAB and EXata (QualNet). (5) Develop, enhance, and integrate the SCaN Model Library, which includes models of terrestrial network protocols, space communication CCSDS protocols (AOS, SLE, etc...), and space physical layer communication links. (6) Define processes and deploy at GRC a SCaN Data Repository enabling multi-center collaboration on SCaN Modeling and Simulation products.(7) Develop, maintain and enhance the GRC Modeling and Simulation Lab.Accomplishments: Developed, maintained, and enhanced the SCaN Simulator/Emulator Toolset, SCaN Model Library, SCaN Data Repository and GRC Modeling and Simulation Lab on time or ahead of FY12 schedule and budget. Accomplishments beyond the scope of assigned tasks: (1) Initiated the NASA GRC STK (Systems Tool Kit: Software suite for the modeling and simulation of satellite communication, orbital, and trajectory systems) User's Community of Practice. The purpose is to share knowledge, practices and skill, develop a cooperative/collaborative GRC-wide training plan, and optimize usage and minimize costs.

Modified existing and developed new curriculum, courses, and programs. Investigated and resolved student concerns and complaints. Courses taught include Cisco Boot Camp for IT professionals.• Initiated and facilitated the first inter-divisional collaboration between the ISYS (Information Technology and Computer Science) and CNET (Cisco Network Infrastructure Technology) departments at Lakeland Community College. Ten month project in leadership, teamwork and negotiation removed a long established barrier between academic divisions. Resulted in the development of a joint hardware/software Voice over Internet Protocol (VoIP) course and sharing of the CNET advanced laboratory. Substantially reduced laboratory costs and serves as the prototype for future collaborative efforts.• Successfully negotiated and implemented the first written comprehensive Cisco Network Infrastructure Technology articulation agreement with the Lakeland College Tech-Prep Consortium. Resulted in improved inter-school and community relations, increased enrollment opportunities, and increased revenue for Lakeland Community College.• Developed, proposed and received approval for the prototype Electronic Engineering Technology “Stackable” Certificates to Degree Program. Initiated at the request of local industry leaders and the Ohio Board of Regents as part of an economic and training stimulus plan. This was the first such program at Lakeland Community College, one of the first in the state of Ohio, and accomplished in one month (standard time for program development is nine months). Achieved by innovatively streamlining the program development process.
