Served as MA Underground Petroleum Storage Tank Coordinator for drafting State regulations and conducting training of local fire departments in coordination with the MA Department of Public Safety, State Fire Marshal, U.A. EPA, and petroleum industry organizations. Principal Planner with the MA Hazardous Waste Facility Site Safety Council (a multi-agency group of top State officials, industry and academic experts, and public representatives appointed by the Governor) for coordinating review of new and expanded hazardous waste treatment facility siting and development proposals from Clean Harbors, Inc., Safety-Kleen, Inc., IT Industries, and petroleum oil recyclers.

MA DEP Water resources and land use planner, funded by federal Clean Water Act grant (U.S. EPA). Advised the 15 towns comprising Barnstable County (Cape Cod) with regard to zoning and regional groundwater (drinking water) protection and local hazardous waste management. Drafted groundwater protection bylaws. Planned and carried out the first and most ambitious industry-sponsored regional household hazardous waste collection project in partnership with federal, state, and local govt. agencies and Fortune 100 consumer chemical product companies. Partnered with Boston Children’s Hospital Poison Control Center on public education campaign promoting safe use of household chemicals.
