About David S Flamm
I am a certified Emergency Manager with various levels of experience (private, public, federal, state, and local). As an emergency manager (and a veteran) I have had experience dealing with disaster preparedness, policy analysis, personnel and resource management, public and media relations, organizational structure design and implementation, budgeting, plan writing, regulatory enforcement, teaching, etc...I have eighteen years of experience as an emergency manager. In addition to the nearly six years I have served as the Deputy Director of the Santa Clara County Office of Emergency Management I served six years as an Air Force emergency manager, four years as an emergency manager for Santa Barbara County at the operational area level, a year in San Luis Obispo County's bio terrorism department, a year doing research and publishing a hazard mitigation study for the California Emergency Management Agency (later used during a congressional hearing on hazard mitigation funding), and a short six month stint as a private hazard mitigation consultant, and several years in emergency management academia. Additionally, I've held leadership roles in several real world emergency operation center (EOC) activations for various types of events. I hold a master's degree in security studies from the Naval Postgraduate School, a master's degree in city and regional planning with a focus in hazard mitigation, a bachelor's in emergency management, an associate's in disaster preparedness, and I'm a police academy graduate and certified HAZMAT technician.I feel that I would be a great asset to any company or organization with a focus in emergency management, and I think my experience and qualifications speak to that belief. I am particularly interested in areas of emergency management innovation and place a lot of value on generational equity in knowledge.

Deputy Director Of Emergency Management
As the Deputy Director of Emergency Management I oversee all operational aspects of the County's emergency management program, inclusive of: EOC Operational Readiness, Planning, Training and Exercise, Community Emergency Response Team (CERT) Training, etc... I also assist in managing millions of dollars of public safety related grants and with public information and awareness campaigns related to preparedness and emergency management. I also serve as the EOC Coordinator in the Operational Area EOC during emergencies and disasters. I have direct or indirect supervision and oversight of 10 of our office's ~20 staff. Lastly, I assist in the mutual aid support to neighboring Counties and other impacted jurisdictions nationwide, occasionally leading deployment teams.
