David Blair is vice president and senior economist at the Center for China and Globalization in Beijing. Previously, he was a senior columnist, writing a weekly business opinion column plus many feature articles at China Daily. He wrote over 250 articles on a wide variety of topics.For ten years, Blair led the Financial Services Industry Studies program at NDU. Each year, he meets with officials of approximately 60 regulators and companies. This work concentrated on analyzing the business strategies and assessing the competitive advantages of the companies. He is also a consultant on acquisition strategy to several corporations. International Work: (1) In December 2006, he wrote, at the request of the Minister of Railways of the Government of India, a case study and review of the business transformation of the Indian Railways. (2) In February 2006, he led a team to stand up a Command and Staff College for the Ethiopian Ministry of Defense. In this role, he developed and oversaw the implementation of a $3 million plan for the US to assist the Ethiopians in developing a professional military education program for the next five years. (3) In 2004, he carried out a program for the Defense Threat Reduction Agency to assess the state of technical entrepreneurship in Russia. In this role, he lived in Russia for two months, traveling through many parts of the country, and met with over 50 entrepreneurs in many industries. (4) In 2000, he developed and directed a series of programs for the OSCE in Tajikistan on political development and entrepreneurship. One of these sessions involved a 3-day negotiation among the chairmen of all 7 political parties in Tajikistan and was the first time they had met since the 1992 start of the civil war. (5) In 1998-2000, he led programs on entrepreneurship for vice-ministerial level officials in Bosnia. In Bulgaria, he ran a program on civilian control of the military for the Defense and Foreign Affairs committee of the Parliament. He led several military-to-military meetings in Uzbekistan and Kazakhstan. (6) 1983-83, worked on land reform in El Salvador.
