Provided support to the U.S Department of Homeland Security (DHS) Office of International Affairs (OIA) on key policy initiatives with a focus on international training and technical assistance, department-wide strategic planning,and security for DHS personnel serving abroad.Duties included attending meetings of the National Security Staff (NSS) Inter-agency Policy Councils (IPCs) on Security Sector Assistance and Global Development, coordinating DHS engagement on the El Salvador Partnership for Growth initiative, and supporting DHS participation in the Civilian Response Corps (CRC).Established department-wide international personnel recovery working group to coordinate efforts related to security of DHS personnel serving abroad.

Served in the Office of the Commissioner of Customs and Border Protection (CBP) to lead efforts to build and maintain relationships with state, local and tribal government partners and related stakeholders. Key accomplishments included:• Oversaw establishment of the first CBP Office of State, Local and Tribal Relations and developed an effective network of relationships at all levels within CBP and DHS and with external stakeholders to facilitate effective coordination and communication.• Engaged in extensive outreach with state and local stakeholders regarding border security fencing projects along the Southwest Border including participation in multiple events with local community leaders. Provided key support for creation of a unique local-federal partnership in Hidalgo County, Texas to build a levee-wall project. • Engaged with federal, state and local officials from Mexico and Canada through briefings to the Border Governors Conference, Border Legislative Conference, and Council of State Governments and during meetings regarding border crossing projects.• Served as CBP representative at public listening session in El Paso for the U.N. Universal Periodic Review of Human Rights. • Represented DHS at a hearing of the Inter-American Commission on Human Rights (IACHR) regarding border fencing concerns by local stakeholders.• Led CBP work group to evaluate concerns and recommendations presented by non-governmental organizations (NGOs) from the Southwest Border.During 2009, served as Acting Director of the Office of Policy and Planning. Key accomplishments included:• Led CBP’s engagement with the DHS Quadrennial Homeland Security Review (QHSR) process.• Oversaw completion of the CBP FY 2009-2014 Strategic Plan.• Reviewed and approved all written responses to Government Accountability Office (GAO) and the Department of Homeland Security Office of Inspector General (OIG) regarding their audits and program reviews and evaluations.

Responsible for helping to insure the Governor had an effective voice in Washington, D.C. with the Congress and Federal agencies regarding issues and initiatives related to immigration, border security, emergency management, homeland security, criminal justice, gaming, and financial services. Actively monitored activities in Congress and federal agencies, analyzed the impact of federal initiatives on the state of California and provided recommendations for proactive engagement on pending federal policy issues. Assisted state agency officials and staff in maintaining effective communications with Congress and federal agencies through development of Congressional testimony and issue papers and by provided support during briefings for Congressional offices and federal agencies.

As a federal affairs policy advisor, served as the primary liaison between state and federal officials on issues related to criminal justice, immigration, and homeland security.Oversaw daily administrative duties of state federal affairs liaison office with 7 direct agency employees and 8 co-located state agency staff. Administrative responsibilities included supervising three employees, managing human resources, budgeting, purchasing and accounting functions.

Provided budget analyses and recommendations for a key state regulatory agency with annual appropriations of $53 million and 1,000 employees operating in ten divisions. Analyzed regulatory and statutory changes for impact on agency operations. Coordinated the daily work of four budget analysts and briefed the Budget Director, Chief Financial Officer, and other senior staff members on key budget and strategic planning issues.

Analyzed strategic plans, budgets, and performance measure targets for ten Business and Economic Development agencies with annual budgets totaling over $1 billion; my assigned agencies included all state financial regulatory bodies. Developed recommendations for House and Senate appropriations committees including funding levels and performance targets for all ten assigned agencies. Key accomplishments include:• Testified extensively before House and Senate appropriations committees and worked directly with elected members and their staff on pending appropriations acts and legislation.• Prepared budgetary analyses of bills as introduced/amended for over 150 pieces of legislation. • Analyzed efficiency and effectiveness of complex grant funding relationships used in child care, job training, and welfare reform programs. Supported efforts to develop financing formula for state child care program.• Developed training program for agency regarding online state financial reporting systems to enhance effectiveness of staff by providing additional tool for conducting financial analyses.

Was responsible for daily administrative duties in support of 13 State appellate Justices including managing human resources, budgeting, purchasing and accounting functions

As Administrative Assistant to the City Manager, was responsible for daily administrative responsibilities in support of City Manager and nine department heads. Duties included grant writing, public relations, budgeting, purchasing, risk management, and human resources support for organization with $10 million budget and 150 employees. As Economic Development Coordinator, was responsible for marketing and expansion/retention efforts, incentive administration, and economic research. Regularly testified in front of the City Economic Development Commission, made presentations to local civic organizations, prepared briefing materials and conducted site visits for industrial prospects.
