I offer consultancy services surrounding local content; for example, technical advice on matters like capacity building; education and training; the design and development of Enterprise Development Centers; conducting Industrial Baseline Surveys and firm level diagnostics; Local Content Policy, Legislation and Regulation. I also design capacity building projects. I offer these services to Governments, Donors, other consultants, IOCs, EPCs and Oil and Gas Service Providers.Currently I am working with Deloitte Mozambique, as technical subject matter expert, on a World Bank (MAGTAP) funded project for MIREME, to develop a strategic roadmap for local content in Mozambique.

Local Content ExpertWorld Bank Group Sep 2016 - Apr 2018Nairobi, KenyaWith the World Bank in Kenya I work on two separate but related projects. The first is KEPTAP (Kenya Petroleum Technical Assistance Project) - this is WBG credit to Government of Kenya to build capacity to facilitate appropriate governance of the Oil and Gas sector.The two main beneficiaries are the Ministry of Energy and Petroleum (lead Ministry) and the Ministry of Industry, Trade and Cooperatives. Component A is a regulatory programme, Component B is an income management programme and Component C is the local content programme. I advise the Project Implementation Team in Component C on all things local content and capacity building including local content policy and oil and gas local content regulations.The second project is PBO (Petroleum Business Opportunities) which is a DFID funded initiative that identifies Kenyan industrial sectors with potential to engage with the O&G sector; quantify performance gaps and build capacity in firms within priority sectors, to raise performance standards to O&G requirements. PBO is also developing a local Support Platform that will continue the capacity building work once the PBO funding is exhausted. I am in-country lead for this project.A significant amount of time is spent liaising with the following sectors; public (ministries and parastatals), private, development partner, civil society, vocational training and higher education.The combined role is also about research and analysis, designing projects, contracting delivery partners and maintaining WBG oversight of contracts and associated deliverables. In addition I train, coach and mentor Government staff in Local Content and Capacity Building. -
