The Goleta Water District's mission is to provide a reliable supply of quality water at the most reasonable cost to the present and future customers within the Goleta Water District. David Cowan serves as Chief Communications Administrator at the direction of the Office of the General Manager to communicate the District’s mission across a variety of topics including water resources, conservation, sustainability, human resources, customer service and operations. Responsibilities include branding and graphic design, creative direction, public outreach planning, web design and management, photography, video and audio production, media planning and placement, print production coordination, and public outreach activities. David works on critical projects including the Water Features Newsletter, Infrastructure Improvement Plan, Sustainability Plan, and the GWD Annual Budget. David also creates video content, outreach materials, infographics and environmental signage for numerous District programs.The Goleta Water District provides water to a diverse population of approximately 87,000 customers, including the residential, commercial, agricultural, industrial, and institutional sectors. The District’s water system includes over 270 miles of pipelines, the Corona Del Mar Water Treatment Plant, storage reservoirs, pumping facilities, active wells, a recycled water system, and connections with Lake Cachuma and the State Water Project.
