David R. Burton is Senior Fellow in Economic Policy at the Thomas A. Roe Institute for Economic Policy Studies. He focuses on securities regulation, tax matters, entrepreneurship, business law, financial privacy, regulatory and administrative law issues and the efficacy and ethics of markets. Before joining Heritage, he worked at the National Small Business Association as General Counsel for two years. At NSBA, he focused on labor, employment, immigration, health care and securities regulation issues. He was Chief Financial Officer and General Counsel of the start-up Alliance for Retirement Prosperity, a conservative alternative to AARP. For 15 years, he was a partner in the Argus Group, a law, public policy and government relations firm. He was Vice President, Finance and General Counsel of New England Machinery, a multinational manufacturer of packaging equipment and testing instrumentation. He was Manager of the U.S. Chamber of Commerce Tax Policy Center.He earned a B.A. in economics from the University of Chicago and a J.D. degree from the University of Maryland School of Law.David.Burton@heritage.org
