The Personnel Commission was established in 1979 and consists of 7 members appointed by the City Council to serve for terms of 4 years, limited to 2 consecutive terms. The Commission has jurisdiction for: 1. Acting in an advisory capacity to the City Council & City Administrator over matters within the authority of the Commission and in response to requests for personnel administration advice from the City Council or City Administrator. 2. Investigatory authority upon request of the City Council concerning the administration of the personnel system subject to City Charter limitations regarding non-interference with administration and the powers and duties prescribed in the Charter for other City officials. 3. Hearing appeals on grievance matters including discipline (termination, suspension, demotion, reduction in pay) except those submitted to final and binding arbitration per agreement of the parties. Non-disciplinary grievances such as issues of contract interpretation can be heard directly by the Commission in lieu of a hearing officer if agreed upon by the parties to the grievance. 4. Determine hearing procedures and select hearing officers & arbitrators for hearings, except as otherwise provided in the Memoranda Of Understanding provisions and as may be impacted by current case law. 5. Review impasse matters as part of the city impasse procedures if agreed upon and as permitted by State law. 6. Review and conduct public hearings regarding class specifications and reclassifications. This function is advisory with regard to positions that are exempt from the competitive service. 7. Conduct public hearing regarding a Motion for Unit Modification. 8. Conduct appeal hearings from decisions by the Personnel Director regarding those decisions set forth at Sections 6 & 7 of the Employer- Employee Relations Resolution involving recognition of employee organizations/appropriateness of units, de-certification and modification of units.

The Chapter Treasurer is one of the four voting Officers of the chapter and shall:Report to the President and shall be responsible for the financial affairs of the Chapter, for the performance of all duties incident to the office of the Treasurer and such other duties as may from time to time be assigned by the Board of Directors,Be the custodian of Chapter funds, reconcile attendance records to cash receipts and report operational results,Receive and disburse such funds of the Chapter as shall be required in the conduct of its affairs and the carrying on of its activities or as directed by the Chapter Board,Remit dues to the Association as required,Update the financial records on a monthly basis and submit a written report to the Board on a quarterly basis,In concert with the President, authorized expenditures from, or transfers of funds from/to, the Chapter US dollar credit account held at the Association,Prepare an annual budget after consulting with other Officers of the Chapter,Submit the budget to the Chapter Board for approval prior to the first chapter meeting of the new fiscal year to which it is applicable,Update budget vs. actual results on at least an annual basis and apprise the Chapter Board and document the rationale of any potential deficit budget,Submit annual financial statements for presentation to the membership at the annual general meeting, and for inclusion in the Chapter Annual Report,Submit books and records for audit when required,File any and all tax forms required on a timely basis, Perform additional duties as may be authorized and delegated by the Chapter Board,Respond to audit recommendations and help implement process improvements.

The Director of Marketing and Communications is one of the three voting Directors of the chapter and shall:Develop and oversee the annual Marketing Plan and submit to ISACA International,Coordinate the reimbursement for ISACA International approved reimbursement items for marketing purposes,Manage all public relations and communication-related activities with membership and other professional organizations,Conduct general marketing and publicity of the Chapter, CISA, CISM, CGEIT, COBIT, the Association, and any other new initiative, Coordinate initiatives involving partnerships and alliances,Acquire any required marketing materials from ISACA International as authorized by the Board,Exercise general policy control and direction of any mail-out kits, publications, editorial or advertising which the Chapter may issue, authorize or sponsor under the direction of the Chapter Board,Oversee the Chapter newsletter,Oversee the Chapter website,Encourage Chapter members and the Chapter Board to provide articles, job postings, and other appropriate materials for the newsletter and website,Identify and use other means of disseminating information about events and the chapter, where appropriate (example: web postings, FAX lists, etc), andPerform additional duties as may be authorized and delegated by the Chapter Board.
