Assist the Finance and Accounting Services Team with business proposals, budget analysis, and financial reporting. Collaborate with Operations and Business Development on federal, state, and non-governmental grant submissions. Support the Director of Contracts Administration and Compliance in managing the company’s contracts, including preparing and reviewing terms, negotiating favorable conditions, and drafting amendments. Organize contractual files and provide status reports to directors and managers.

Collaborate with program staff and management during the acquisition process to ensure timely procurement of IT and non-IT goods and services. Provide guidance on acquisition methods, contract budgets, scope of work, and special requirements. Prepare and advertise solicitation documents, respond to bidder inquiries, and participate in bid evaluations. Draft contracts and purchase orders, manage contract documentation, and recommend process improvements. Develop and conduct training on contracting procedures.

Conduct thorough research and analysis on contract requirements to address deficiencies and prepare necessary documentation for contract requests. Develop or modify RFIs, Interagency Agreements, Contract Amendments, and Scopes of Work using Service Now, SharePoint, and Excel. Analyze current contracting processes to identify efficiency improvements and provide training to staff. Recommend process enhancements to management and ensure smooth processing of Service Contract requests, maintaining excellent customer service. Update contract status in electronic repositories and provide regular updates to management and field staff through weekly reports.

Supervise professional and technical staff in the Statewide Fleet and Asset Management Program, including FI$CAL, Records and Forms Management, telecommunications, and facilities management for the Department's headquarters and STAR Homes. Focus on training and team development within the Business Services Unit (BSU). Plan and direct activities to ensure timely project completion and meet customer needs, acting as a liaison for business service inquiries. Oversee work products and service levels, assist the Section Chief with strategic planning and performance measurement, and represent the organization in dealings with external entities. Develop policies and procedures for business services and maintain effective record-keeping systems, ensuring compliance with records retention schedules and responding to Public Records Act requests. Provide backup support to the CSS Section Chief as needed.

Serve as the Records Management Coordinator, ensuring Records Retention Schedules are current and accurate. Act as the Vehicle and Equipment Coordinator and Fleet Card Program Administrator. Manage contracts and purchasing for the Department’s facilities, collaborating with program staff and management to ensure timely procurement processes. Assist in developing contract budgets, scopes of work, and standard language. Review specifications and prepare bid requests, proposals, and purchase orders for Non-IT and IT goods and services. Enforce guidelines and requirements related to contracts and procurement as outlined in the State Administrative Manual, Public Contracts Code, and other relevant policies.

Monitor the BSOMAIN Outlook mailbox to respond to facility service requests, such as maintenance repairs and office moves. Act as Fleet Coordinator by maintaining vehicle logs and scheduling preventative maintenance. Serve as the Commute/Transportation Coordinator and backup for Records Management and COIN (Controller's Office Intranet) for Administration and Disbursements. Prepare status reports for management.
