Various advisory projects ranging from country strategy for water and sanitation sectors, evaluation of project requirements for loan and grant aid, development of post disaster infrastructure rehabilitation program to peer review and authorship of publications on transport, PPP, water and Light Rail Transit

Responsible for leading the development of the company’s international water and sanitation infrastructure and utility consultancy business. Additionally, provided specialist ‘hands-on’ advisory input and leadership of major projects. Chief of Party on USAID projects, including strategic plan, Transaction advisory work on Private Sector Participation and Regulatory Reform projects, and business performance improvement change management.

On secondment to the Staff Exchange Program from the Business Sector, as World Bank Task Team leader for World Bank infrastructure multi million dollar loan projects in two developing countries. Managed projects in various stages, from concept, through loan approval to project implementation and monitoring.

Led the multidisciplinary team which made the successful proposal for the resulting three year Management Contract for the Water and Sewerage Authority, won by STWI and their JV partner, and developed and negotiated the final detailed management contract form with the government team and their advisers, including detailed performance indicators and monitoring procedures. Led team that provided the private sector funding. Development of the contract regulation mechanisms. As Director of the local management company he ensured day to day contract, operational and commercial compliance, and was on the Ministerial Consultative committee that monitored and regulated the contract. During the years 1997 – 1998 was resident in Trinidad, and was team leader to develop the proposal for a follow-on Concession Contract negotiation.
