Conducted economic analysis to identify critical constraints and prioritize high return market interventions for five agricultural commodities in Kenya.

Greater Jakarta Area, Indonesia

• Oversaw project operations on an $18.6 million joint U.S. Government and Association of Southeast Asian Nations (ASEAN) regional project, with responsibilities including financial management, regulatory compliance, project reporting, field office administration, and coordination across numerous governmental agencies• Launched the first U.S. Government sponsored economic growth program in Myanmar, which involved coordinating with U.S. Government and local development partners, building relationships with government officials, establishing a local field office, hiring staff, and developing a three-year mobilization strategy for project operations.• Managed innovative program, in coordination with a subcontracting firm and the Indonesian Government, to design and launch Indonesia’s first TV white space network pilot, utilizing existing bandwidth to bring low cost Internet to rural areas.

• Managed projects in complex and volatile environments including Ethiopia, Jordan, Liberia, Mali, Mozambique, Nepal, Papua New Guinea, Rwanda, Tanzania, Uganda, & West Bank. • Produced a policy brief to convince the U.S Government to abandon a $50 million investment in agricultural commodities exchanges based on research that exchanges would lack sufficient trading volumes and product standardization. Responded to controversy over the findings with a diplomatic approach that included building key allies within the U.S. Government. • Promoted twice within first two years of the project, due to exceptional performance in expanding on responsibilities beyond scope of work, including generating more than $1 million in new revenue through improved service offerings.

Represented the EU Delegation at the UN General Assembly, EU policy negotiation meetings, and the executive committees of UNDP, UNFPA, and UNICEF.Produced analysis to backstop EU negotiation strategies; topics included international trade and development, financing for development, and agriculture and food security.Cultivated a personal network of contacts to obtain information and assist in UN negotiations for trade and development resolutions.

Researcher on policy coherence project exploring the impact which the EU’s Common Agricultural Policy (CAP) has on developing countries, and the impact which CAP reform would have on global poverty. Project funded by the Advisory Board to Irish Aid.• Researched topics, wrote content and edited policy briefs for topics including: EU agricultural policy, WTO agricultural trade rules, agricultural policy reform and development cooperation;• Redeveloped content and oversaw construction of website on policy coherence (www.tcd.ie/iiis/policycoherence/).
