Mr. Van Horn is a planning and development professional with over 40 years of technical, managerial and academic experience. He understands the public policy process influencing sustainability of both the built and natural environment. Mostly retired now, but still open to short term opportunities and proposal support from his home office. His volunteer work includes teaching safe driver courses, mentoring high school honors students through the ULI UrbanPlan program, and being a clinical trial research subject at the University of Florida Institute for Human Performance and Aging and other research programs. Since "retiring," he has provided support to international engineering and construction firms for proposal development and staff mentoring. To help Afghans affected by regime change he co-founded Afghan Hope Foundation, a non-profit NGO.He has considerable experience at national and sub-national levels working with the executive agencies of government and with stakeholders including donors and civil society organizations. Prior to working as UNOPS Head of Programs for the Afghanistan-Pakistan Operations Hub, he was Country Manager for the USAID Afghanistan Energy and Water prime contract, and worked as an advisor for several international development firms and an Afghan NGO. Previously, he served as the Deputy Chief of Party and Energy Sector Lead for the $1bn USAID Afghanistan Infrastructure Rehabilitation Program. He served as Chief of Party for US State Department counter-narcotics and border facilities strengthening projects in Kazakhstan and Kyrgyzstan, implemented jointly by State and USCENTCOM. He has held security clearances with the US State, Defense, and Homeland Security Departments and with NATO, working throughout the US and overseas.He has previous experience working on USAID projects in Kenya (environmental resources management), and Guatemala, Costa Rica, El Salvador, Honduras and Nicaragua (economic development). As Deputy Program Manager for the Iraq Reconstruction Program Buildings, Health and Education Sector, he directly managed over $300M in USG-funded construction and non-construction budgets. Van Horn also directed the preparation of the Dubai, UAE, Structure Plan; Al Anbar Province, Iraq, Economic Development Master Plan methodology; and Babil Province, Iraq, Water and Sewer Master Plan. He taught urban and regional planning as an adjunct faculty member at the University of North Florida and has been a guest lecturer and presenter at other universities as well as national and international conferences.
