- 2021: I recently completed leading a custom software development application project using a Hybrid project management approach. Managed software development team in India, business and support organizations in multiple US locations. Application was credited as the most complex technical project in the company history due to the large number of other applications it interfaced with using active services / API's. At the end of the project I transitioned it to a new hire TPM who is leading both enhancement and ongoing support projects. This operational call center application is used by approximately 1000 call center agents. I'm currently leading two new projects, one infrastructure project implementing Oracle Cloud Infrastructure (OCI), and a packaged software system called Sail Point for the Access Management team. The OCI project recently completed successful testing of over 2000 concurrent users. The new OCI system will support over a dozen existing applications, moving them to a Cloud Infrastructure. The Sail Point project is in the requirements definition phase of the project and will include API connections to three current systems in addition to the baseline implementation of Sail Point for this initial launch.- 2020: I completed the implementation of two custom developed applications, managing programming personnel in India, Ukraine, Africa and multiple US locations. For each of the two applications, I managed the project through the implementation (cutover) and transitioned to two separate new hire TPM's that are managing these applications with enhancement and production support projects using the Agile approach.

Mar 2016 to Present: Program Manager leading a business re-engineering program to migrate a commercial business unit that is selling into the defense industry to a fully certified Defense contractor that will be compliant with Federal Acquisition Rules and Cost Accounting Standards (FAR / CAS), NIST security and DCAA accounting regulations. Projects are changing out the current timekeeping and Manufacturing Engineering Systems (MES) to move from time to labor tracking and incorporate feeds to a central SAP PS and PP modules that will track both personnel and material costs against contract requirements. Previous projects included bringing this business unit into compliance with NIST cyber security standards which is already being used to keep and win additional defense business.Jun 2015 - Mar 2016: Manage Security team actions in the area of Merger and Acquisitions (M&A) with over ten active projects. Responsible for securing companies as they migrate to the Jabil architecture. Coordination across multiple teams: Security, IT Infrastructure, HR, Finance and Jabil management. Brought onto Jabil to create repeatable processes for this area to allow teams to be able to quickly replicate the same services on multiple projects. Multi-national coordination each week with projects and personnel in over eight countries in 2015. Initial templates are now being leveraged by other teams as they also improve their PM processes. Leading the creation of standards documentation in use by multiple teams. Work is resulting in a more secure infrastructure and companies being fully "Jabilized" in less time. Systems related projects: Digitial Guardian - Data Loss Prevention, Forsythe - BCP / DR, Multi-Factor Authentication, Encrypted Backups and other security monitoring systems.

Director – Solutions Development: Managed the Innovation Council which was responsible for quickly building applications that could be demonstrated to potential customers to showcase L-3 capabilities. Projects ranged from quick hit demo creation for pursuits to multi-year creation of new solutions to bring to market. Refined the overall allocation and tracking process in 2014 to more closely align with strategic pursuits. Led multiple teams of software developers responsible for internal and external facing applications using .NET and JAVA development tools. The position requires coordination with various organizations: Communications (Branding), Legal (Export regulations, Contracts and Patents) and four business units through their Chief Technology Officers.Director – Product & Solutions Management: Led the creation of a product management capability to bring new applications to the market. The decision was to bring solutions to the market but internal processes needed to be developed. Led the effort to take applications from “demo ready” software to production ready products. Within our first year, those presentations garnered a Request for Quote from a major customer. Long term result of that conference request led to a re-selling agreement for multiple contracts. Program Manager – Personnel Recovery Mission Software (PRMS)Responsible for management of a software program used by all branches of the US military. This L-3 program office was responsible for software development, configuration management, user training, software/hardware testing, production support and implementation of multiple releases of software covering the full development life cycle. Contract consists of multiple task orders, over 60 CDRL – contract deliverables, and an overall contract value of approximately fourteen million dollars. Responsible for personnel, accomplishments as well as approximately $1.5 million in new hardware purchases in 2010.

• Managed the Infrastructure budget for all server and data storage equipment for the EPS business unit. Created the initial budget for a new enterprise system and worked with senior leadership to recommend trade-off analysis and updates based on new requirements throughout the year. $14 million in annual costs with approximately $1 million in new purchases each year. Responsible for a cost cutting effort leading to 5% reduction due to reclaiming underused resources by projects. Identified an overbilling set of charges from a vendor that resulted in a settlement of over $2 million back to our business unit.• Led Systems administrator and DBA teams supporting enterprise applications supporting all printing and mailing operations for worldwide operations. Team was control point for all system upgrades and software changes working with business owners, software developers, testing and security teams.

I was responsible for coordinating approximately 120 volunteers in the course of running large and small swimming competitions for the Mason school system and Mason public swim teams. Swim meets ranged from dual competitions between high school and middle school teams to high school Sectional and Conference championships. For the year round team the larger meets included 30+ teams at four day invitational competitions as well as the season ending sectional championships for our region. I also was responsible for water polo and diving competitions at our facility.Initially a volunteer position. When my son's graduated from the High school, the Mason athletic department asked me to stay on in a paid position to run their aquatic competitions: swimming for high school, middle school and water polo.

Dayton, Ohio Area

Directed the technical support of seven enterprise software applications that serve a user population of over 10,000 military and civilian personnel. Managed both contract and government personnel.Designed and implemented the testing methodology for Air Force Research Labs (AFRL) to include the introduction of a testing environment separate from production, repeatable functional testing procedures, a defined defect management process and automated testing tools (Mercury products: Quality Center, Quick Test and Load Runner). Established the first enterprise wide software training organization for AFRL: Defined the need for this organization, detailed the Request for Proposal (RFP), led the resource review for the contract award and managed the resources after the contract was awarded including billing and manpower selection. This organization provides classroom training, CBT creation and real time web classes.Served as the deputy of the overall Enterprise Operations Center (EOC) which is responsible for the Level two help desk, configuration management, testing and training personnel, systems administrators and DBA personnel. Manages the weekly coordination meeting between this organization and the other military organizations related to network, hardware and related infrastructure support. - Civilian Employee of the Quarter, Category III, April to June 2007. 554th Electronic Systems Wing.

• Led a wide range of technical teams (software development, infrastructure, help desk and functional/technical testing) of consulting and customer personnel at multiple Fortune 500 companies: Options Clearing Corporation (OCC), Delphi Automotive, Pratt & Whitney, BP/Amoco, Pharmacia & Upjohn and Bridgestone/Firestone for clients in both the US and Canada. Software development teams were AGILE based.• Sold consulting work for standalone projects and add-on project work on larger engagements. Managed the billings of these projects as well as the personnel working on those engagements.• Managed the vendor relationship between Deloitte Consulting and Mercury Interactive, a company specializing in automated testing and system monitoring tools.

Team lead for response time tuning for Rolls Royce SAP project at Allison Engine division. Established automated testing capability, trained employees in use of Mercury tools to create a support group leveraging the automated scripts created during that project.

• Led Disaster Recovery testing for enterprise applications at both Capital One and Phillip Morris. Led stress testing and application tuning team for Philip Morris SAP project as well as validation / set up of interfaces and customer support for multiple manufacturing sites.• Led the requirements analysis and design of a physical inventory SAP module for Philip Morris. Led client team moving this module into production and then led the production support effort.

• CIO for Numbered Air Force in Korea responsible for all computer operations and support for US Air Forces stationed in Korea. Responsible for oversight of a combined computer support organization in Korea (over 100 people) as well as satellite support organizations in Guam, Alaska and Hawaii.
