Assists the Senior Vice President in managing the activities related to the operations of the Housing & Community Investment (HCI) Department. Manages the day to day departmental operations and the maintenance of effective internal operating and reporting controls. Shared responsibility for program compliance matters and satisfactory and accurate internal and external audits as well as the Federal Housing Finance Agency (FHFA) examination of the various HCI Programs. Manages the development and implementation of projects and programs that encourage member institutions to actively participate in the provision of affordable housing and community lending finance and in the preservation, redevelopment and revitalization of urban and rural communities.

Manage the development, management and administration of the FHLB’s affordable housing and economic development grant programs. Assist the Senior Vice President, Community Investment Officer in managing the daily operations of the Housing & Community Investment (HCI) department, including the maintenance of effective internal operating and reporting controls.

•Program Manager for Rental Rehabilitation Program (RRP). Responsible for analysis, underwriting and recommendation of large scale ($15M+) development project proposals; monitor and control expenses within allocated budget; ensure that program deliverables meet Federal, State and City requirements; develop and maintain program documentation; perform contract negotiations with developers as necessary; provide workload assignments for clerical and professional staff; and develop/provide reports or documentation needed to secure/maintain funding or grants.

•Project Manager for diverse group of development projects ranging including single family, multi-family and mixed use projects. Evaluated and selected third party professionals to be development team members; executed the underwriting and closing process, including document reviews; demonstrated experience in preparing development budgets, proformas and financial projections; worked with various stakeholders including Federal, State, local jurisdictions, community groups, developers and others. Responsible for all aspects of the development process including due diligence, entitlements, regulatory approvals, financing, construction, monitoring of lease up and compliance.
