As the Manager of Special Projects for the Central Florida Expressway Authority (CFX), I was directly involved with the Toll System Upgrade Project, the PayTollo toll payment app, Reload and the Visitor Toll Pass projects. This role also provided support to various departments within CFX including: Engineering, Construction, Finance, Information Technology, Traffic Operations as well as the Legal and Marketing Departments on special initiatives. I directly oversaw the design, construction, installation and inspection of tolling related infrastructure and equipment.The Toll System Upgrade Project is an 85 million dollar project and consists of replacing the entire toll collection system from in-lane to back office. This consists of replacing the Host and adding a new Backup Host, all plaza servers and all in-lane collection equipment. I reviewed and provided support on all project documentation which includes, but is not limited to: the Detailed Design Document, Project Plans, all Testing Plans, Safety Plan, Transition Plan, Maintenance Plan as well as several other contractually required documents.

As an ITS Project Manager on the Construction Management Consultant (CMC) contract for the Central Florida Expressway Authority (CFX). I served as the Construction Engineering Inspection (CEI) oversight on all ongoing Intelligent Transportation Systems (ITS), Tolling and Electrical projects throughout CFX’s system. This role required direct coordination between several different CEI firms, ITS & Roadway Contractors, ITS & Tolls Maintenance Staff as well as, CFX leadership including the Director of Construction.This role included: Plan/Constructability reviews on all ITS, Tolling, Lighting and Signalization elements of a construction project, attending progress meetings, documenting and coordinating all aspects of the Tolling conversion at the Airport Mainline Toll Plaza as well as, revamping the entire set of ITS Design Details, ITS Standard Specifications, the ITS Standalone and System Testing Plans. I also performed Independent Audits (IAs) on ITS CEIs and ITS Maintenance Staff, coordinating fiber optic integrity tests with the Information Technology and Tolling Department, performed an in-depth review and recommending enhancements of CFX’s grounding system at ITS sites, performed ITS Standalone and System testing oversight, and performed walkthroughs on projects to ensure compliance with Contract Documents.

Provided technology related marketing support for RK&K's Florida team which included technical write-ups on proposals for ITS, Traffic Signal and Tolling related fields. Also provided plan and constructability reviews for pursuits and ongoing projects. Provided CEI inspections and support for CFX Project #599-520 which consisted of the installation of 107 of new Data Collection Sensor sites with 3M Sirit readers and Yagi antennas, cabinets, ethernet switches, RPMs, environmental monitors, UPSs, and all necessary power can communication infrastructure and connections. Mast Arm Conversion Projects:These projects consisted of upgrades to the existing traffic signal system throughout Broward County. This included removal of strain poles and conversion to mast arms, new traffic signal cabinets and controllers, video detection systems, GPS Opticom units, sidewalk, curb and gutter, striping and milling and resurfacing. SR-9/I-95 Broward Express Lanes:This $84 million project included the design and construction of converting the existing High Occupancy Vehicle (HOV) lanes into Express Lanes along Interstate 95 from north of the SR 826 Golden Glades Interchange to south of the Broward Boulevard Park & Ride in both Miami-Dade and Broward Counties. Other aspects of the project include analyzing and designing all elements of traffic control, utility coordination, intelligent transportation systems, tolling, traffic signal, street lighting, roadway, signing and pavement markings, survey, geotechnical and permitting.FDOT Project Manager: Donovan Pessoa, PE

Orange County ATMS Phase 2B This D/B LAP Project included fiber optic installation and traffic signal upgrades throughout Orange County to support their ATMS initiatives. Within this project, over 39 miles of fiber optic cabling was installed, as well as traffic signal controller upgrades and network equipment to connect over 55 existing traffic signal sites back to Orange County's TMC. AET Phase I, II, III and IV:These projects replaced the existing Toll Collection System for the Florida's Turnpike Enterprise at over 200 plazas throughout the Florida's Turnpike system including the Homestead Extension, Sawgrass Expressway, Polk Parkway, Mainline, Western Beltway, Southern Connector, Beachline Expressway, and Seminole Expressway. This replacement system consisted of a new IDRIS loop system, vehicle detection and classification units, AVI readers and antennas, automated cash machines, lane violation cameras, indoor and outdoor security cameras, lane electronic controllers, and installation of a new security access system. I-75 District 1

This task work order contract includes field, and plan reviews of the I.T.S., and electrical system currently in place throughout District 1 on Interstate 75 which will assist in future upgrades including the ITS HUB Building and the SWIFT SunGuide Center. My specific responsibilities are field reviews of the fiber optic splicing schematics, electrical service distribution details, and network device connectivity & quantities at the four aggregate switch locations throughout Lee and Collier County, the ITS HUB Building on the Alligator Alley, and the SWIFT SunGuide Center. CFX Project 599-511This project includes the design of a systemwide deployment of radar-based Traffic Monitoring Stations. Approximately 475 sensors sites will be installed throughout SR 408, SR 417, SR 528, SR 429, and SR 414. The sensors will be required to have full coverage of each interchange ramp, redundant coverage of each mainline toll plaza, and redundant coverage of the expressway mainline between each interchange. Phase IV ITS GroupingThis grouping of ITS projects encompassed several large-scale ITS deployments across the mainline of Florida’s Turnpike (SR91) and the Homestead Extension (SR821). These projects involved the installation of conduit, pull boxes, splice vaults, fiber optic cabling and splices, ITS device poles, electrical service assemblies, electrical conductors, equipment cabinets, and other related ITS infrastructure to facilitate a comprehensive system-wide deployment across the entire mainline. Additionally, the projects entailed the inclusion of fiber optic patch panels and network switches at all cabinets, microwave towers, ITS and Tolls communication rooms, and service plazas. They also feature upgrades to 10 existing Highway Advisory Radio (HAR) system, 237 new Closed Circuit Television (CCTVs) cameras, 677 Microwave Detectors (MVDSs), 127 Travel Time (TTSs) transponder readers, 38 Dynamic Messaging Signs (DMSs) and a new ITS HUB.FTE Project Manager: John Easterling, PE

CFX Projects 408-252B and 408-506A:These projects consisted of widening a four-lane rural highway into a six-lane rural highway from Tampa Ave. to Clark Rd along SR408. My inspection responsibilities included embankment, subgrade and base testing, concrete sampling and testing, barrier and sound walls, shoulder gutter, curb, sidewalk, and drilled shaft construction. The U.S. 441 project consisted of widening over two miles of existing two-lane rural roadway into a four-lane divided urban section. My inspection responsibilities included subgrade & base, sod placement & measurement, striping, multiple types of pipe installation, sidewalk & curb installation, erosion control, M.O.T. operations, and final estimate documentation. Special tasks were accommodation to Okeechobee High School, residential and commercial requests, and CSX Railroad.The Lake Okeechobee Scenic Trail (L.O.S.T.) project consisted of 64 miles of an asphalt-paved trail around Lake Okeechobee. My inspection responsibilities included three AASHTO girder bridges, concrete box culvert extensions, embankment access ramps, and sampling & testing concrete.
