A highly experienced executive who has successfully led technical, operational and logistics efforts in the US government and Industry. Specifically:- Coordinated with SECAF and CSAF staffs in the Pentagon, other USAF major commands and the acquisition community representing the Raptor community of pilots and maintainers to maintain the Raptor as the world’s best fighter.- Analyzed reports and program reviews to assist the USAF Material Command’s F-22 System Program Office (SPO) in assessing the schedule/content/cost performance of the Lockheed Martin/Boeing/Pratt&Whitney contractor team. This entailed understanding in depth all of the aircraft systems, planned upgrades, their impact, history and operational use so as to be able to reprioritize requirements as circumstances changed. - Analyzed and drafted proposed budget documents as required to support the DoD Fiscal Year Defense Program per the Planning, Programming and Budgeting System (PPBS) for the F-22 program. Recovered from numerous congressional marks on budget proposals. -Oversaw the introduction of Agile development techniques to the previously waterfall only approach used by the contractor team for software and hardware. This effort was successful in reducing the time to field an update by half. This required reorienting the contractor senior management, workforce, and supply chain to adopt Agile where feasible and beneficial. -

This included reverse engineering where required to allow manufacture of form, fit and function replacements. Additionally, he was been instrumental in the top down analyses of WR Systems, starting from a clean slate, to define and redesign the company’s functions and interdependencies. He stressed strategic planning and adapted a previously developed approach to make it suitable for WR Systems.
