Deborah has over 19 years of experience in financial management of health and human service related programs. Deborah has supervised professional, administrative and contract staff to develop state budgets, cost allocation plans and other financial solutions that address state and federal mandates and optimize federal revenues. Deborah is recognized as an agency leader and is sought after as a project manager to work across multiple agency divisions/bureaus, control agencies, the federal government and diverse stakeholders to implement new state and federal programs and funding streams. She has collaborated with and presented to various stakeholders to review new complex federal reimbursement requirements, develop new policies and programs, and to resolve issues.Deborah has been an advocate for mental health parity and suicide prevention, serving as: founding board member of the Capital Region Chapter of the American Foundation of Suicide Prevention; U.S. Surgeon General, Dr. David Satcher's, task force to develop the National Call to Action to prevent suicide; founding member of the New York State Office of Mental Health Suicide Prevention Council; and worked as a legislative assistant at MHANYS on the mental health parity bill. Deborah is an Athletes As Leaders trainer for high school athletes to promote a change in social norms to a culture of safety and respect.
